Dear Third District Resident,
Each year we honor Women’s History Month during March – a national celebration of the social, economic, cultural, and political contributions of women. Beginning in 1978, the commemoration of the month of March served to correspond with International Women’s Day, organized to provide well-deserved recognition of the overlooked contributions of women throughout history.
This month is extra special to me, and I would like to highlight my team of eight who help me serve over 500,000 residents in the Third District. Representing the Third District is an all women staff who not only uplift, empower, and advocate for our residents, but are also innovators who find creative solutions to any challenges that may arise while navigating our diverse county system. Each of these women inspire me every day in their own unique ways. Their compassion and dedication to each resident they serve is a shining example of what each public servant should strive towards.
To put it simply, these women are smart, hardworking, and true public servants. I celebrate them, not only during this commemorative month, but every day.

Integrated Services Delivery in the Third District: The Temecula Quad
Riverside County has a new innovative approach, known as Integrated Service Delivery (ISD), which is a lifeline to residents of all ages, providing a no-wrong-door approach in navigating programs and resources. In the Third District, we have a center available to residents in need known as the Temecula Quad, where individuals can receive compassionate wraparound care.
William Kipp, a 77-year-old veteran and resident of Murrieta, contacted Riverside County’s Office on Aging call center in need of assistance and was immediately scheduled an appointment at the Temecula Quad. Kipp completed the Whole Person Health Score assessment and ISD registration process. He was then referred to other services and agreed to enroll in the short-term case management program, HelpLink Plus, for ongoing support.
Based on needs identified by the assessment, Mr. Kipp was linked to the Department of Public Social Services, Veterans Services and Community Action Partnership. He was scheduled one-on-one application assistance for health insurance and affordable housing.
"As a vet it's hard sometimes to ask for help,” said Kipp. “I came in needing assistance, and I was pleasantly surprised to see that my needs were understood, addressed, and met with earnestness. The biggest benefit is if I need other services in the future, I know exactly where to go and I trust those who are there to help".
At the Temecula Quad, visitors can receive assistance from Women, Infants, and Children (WIC), Community Action Partnership, First 5, and Office on Aging along with other various county departments.

Third District 2024 Woman of the Year: Raven Hilden
In honor of International Women’s History Month, each year the Board of Supervisors nominates five candidates from each respective district. It is organized to recognize and celebrate women’s social and economic accomplishments throughout our county, and to highlight women who consistently put their community first.
This year, I had the privilege of honoring Raven Hilden as the Third District’s recipient for Riverside County’s 2024 Woman of the Year Award.
Raven is an involved community member and her dedication to servant leadership has helped create programs that truly make a positive impact in the lives of others. Raven mentors, encourages, and uplifts both men and women alike. She is described as “a great resource for individuals to learn how to operate a nonprofit, become a valuable member of their community, and develop a servant’s heart”. Her passion for helping others shows in the difference she continues to make within the community. Raven’s leadership has paved the way for MilVet’s success and has built it up to the extraordinary service organization that it is today.

Join Our Team! Apply for the Third District Legislative Internship
Attention college students! The Riverside Youth Commission is looking for a motivated college student to supervise our Third District Youth Advisory Council (YAC) as well as work directly with the Board of Supervisors. As a Legislative Intern, the responsibilities include mentoring high school aged youth, coordinating and overseeing all aspects of the Youth Advisory Council (YAC) program within their district. Through this opportunity, the intern will develop experience in teamwork, leadership, communication, time management, goal setting, organization, critical thinking, punctuality, professionalism, attention to detail, decision making, multitasking skills and much more!
The in-person student internship is based throughout Riverside County with a flexible work week consisting of approximately 20 hours per week. The selected candidate can anticipate the internship to span two years in length.

The Third District Employer Connect Program is Now Available!

The Third District Employer Connect Program can assist you.
Program Highlights:

Stipend provided for new hires: Newly hired employees will receive a stipend of $20 per hour for up to 40 hours per week over a period of three months.

Training and resources: As part of this program, new employees will undergo a two-hour training with the Riverside County Continuum of Care Division, which equips employees with the knowledge of services and resources available through the County of Riverside.

Ongoing Support: The Murrieta/Wildomar Chamber of Commerce will identify eligible businesses within the third district, while coordinating with the County's Workforce Development Division to match job seekers with businesses and provide ongoing support for employee retention and economic self-sufficiency.

FREE Community Emergency Response Team (CERT) Training
Join the Riverside County Emergency Management Department in Anza on April 5-7th to help build more resilient communities through community emergency response team training. The Community Emergency Response Team (CERT) program educates volunteers about disaster preparedness for the hazards that may impact their area and trains them in basic disaster response skills including fire safety, light search and rescue, team organization and disaster medical operations.

Sage Neighborhood Clean-Up
Our office is hosting a FREE community clean-up event in partnership with Housing and Workforce Solutions Department and Code Enforcement Department. The event will take place on Saturday, April 6th, 8:00AM – 12:00PM (or until dumpsters are full) for the Community of Sage. Bring unwanted items to Fire Station 28 (35655 Sage Road, Hemet) to dump for free.

Code Enforcement February Report
For several years, the old Winchester Inn had fallen into disrepair. It was vacant and suffered from vandalism and was not being maintained. Code Officer Piper received numerous complaints from the public at the local community meetings. There had also been several fires inside caused by warming fires used by the homeless in the area. This created a huge safety concern. Officer Piper provided notice to all parties who had interest in the property. Eventually a warrant was obtained by the County to demolish the building. Officer Piper coordinated with a contractor to remove all asbestos, demolish the building, and remove all debris in a safe and legal manner.

Winchester Neighborhood Clean-up Report
On March 2nd my office, in partnership with Riverside County Housing and Workforce Solutions and Code Enforcement, hosted a neighborhood clean-up in the unincorporated area of Winchester. See the event stats below:
Together, we were able to provide:

1.5 – 40-yard bins of mattresses

1 – truckload of e-waste items

355 tires collected

111 resident trip loads
