 Dear Third District Resident,
Last month, my colleagues and I approved the use of $15 million in American Rescue Plan Act (ARPA) funding for projects that promote improved economic, health and safety outcomes for residents in the Third District. Four projects will benefit from this allocation, with the largest project receiving $12 million to develop a childcare facility and an interactive discovery space at the French Valley Library.
The French Valley Childcare and Early Childhood Learning Experience project will construct a 9,000 sq. ft. childcare facility and a 3,400 sq. ft. interactive early childhood development facility connected to the French Valley Library, in partnership with First 5 Riverside County and the Riverside County Library System. The project will also feature a learning gallery, rotating exhibits, and virtual reality events.
Once complete, the interactive discovery space will become a family-friendly destination for discovery and exploration for all Riverside County residents. Most importantly, it will also have activities that empower children with critical components of creativity: imagination and originality, flexibility, decision making, communication and self-expression, motivation, and collaboration.
Considering that access to public libraries and adequate learning materials has been proven to be a major factor in the successful outcome of youths, the interactive discovery space will assist with closing the education gap created by the pandemic. This is what makes this investment in families, in young people, and in communities so critical: to increase their opportunity for success and to raise our residents’ quality of life.

Short-Term Rental Update
On August 23, 2023 at 9:00 a.m. the Riverside County Planning Commission will hold a special meeting in the County Administration Center Board Chambers to discuss Short-Term Rentals.
The meeting will address the proposed changes to Riverside County Ordinance 927 which includes, establishing a cap on the number of Short-Term Rentals allowed in Idyllwild and Temecula Wine Country, creation of separation requirements, ownership limits, and a lottery system for allowing new Short-Term Rental certificates when there is capacity. Other changes include additional enforcement provisions and other minor changes to further clarify permitting and operating requirements for Short-Term Rentals. These changes apply to the unincorporated areas of Riverside County.

Riverside County Leaders Serving at the National Level
In July, my colleagues, team, and I attended the National Association of Counties (NACo) Annual Conference in Austin, Texas. Each year participants from counties nationwide come together to shape NACo’s federal policy agenda. At NACo, County leaders get the opportunity to discuss real problems affecting our communities with the intent of learning from other Counties' successes and failures. These open dialogue discussions pave the way for better county government and an elevated quality of life for Third District residents.
As president of the California State Association of Counties (CSAC), I was honored to share with my colleagues, CSAC’s comprehensive AT HOME Plan to address homelessness. It outlines six foundational pillars (Accountability, Transparency, Housing, Outreach, Mitigation, and Economic Opportunity) that we hope will be implemented across the nation to help aid the fight against homelessness. United together in spaces like this is where great ideas are created, and essential work is executed.

Youth Commission Annual Youth Retreat
On August 3rd, I had the honor of speaking at the Annual Riverside County Youth Commission Retreat, which encompassed a day of team building, and leadership and skills training to motivate incoming members for the new council year. At the retreat, we spoke about the significance of youth involvement within local government as members are tasked with providing recommendations to the Board of Supervisors and county agencies to enhance and expand the resources for youth-related projects.
Our students also received training on the Brown Act, explaining governance of public meetings and other functions of government, and had the pleasure of hearing my colleagues, Fifth District Supervisor Yxstian Gutierrez and Second District Supervisor Karen Spiegel, speak. It was truly an informative and exciting way to introduce our youth to local government and begin their year-long commitment to public service.

Anza Founder’s Day Celebration
It was an honor to attend the inaugural Anza Founder’s Day Celebration at the Hamilton Museum and Ranch Foundation with Third District staff, where I presented a proclamation to Ruth Roman in honor of her late mother, Margaret Wellman Jaenke. As the museum’s founder, we honored Margaret for her contributions and dedication to preserving Anza and the Mountain Communities’ history.

National Night Out
Last week, Third District cities participated in National Night Out, an annual event that is traditionally held on the first Tuesday in August. The event provides an opportunity for residents, businesses, and local public safety agencies to gather and strengthen community relationships. My staff and I had the pleasure of attending a few Third District celebrations and enjoyed speaking with community members, while actively engaging in neighborhood camaraderie.

Community Spotlight: Anza
This month’s community spotlight goes to Anza!
Anza is a community located in the Anza Valley nestled between the mountainous communities of Idyllwild, Pinyon Pines and Aguanga. Originally home to the Cahuilla Band of Indians, there is a vast history and culture shared amongst community members. Juan Bautista de Anza first encountered what is now the Hamilton Museum in the 1700s. This property developed into the Contreras House in 1924 and was the first home built with indoor plumbing in Anza. More recently, the Anza community celebrated its Founder’s Day, where we recognized Hamilton Museum and Ranch Foundation founder, Margaret Wellman Jaenke. The ceremony opened with a performance of traditional bird songs by the Cahuilla Bird Singers.
What a fantastic way to celebrate this beautiful community and its history.

Menifee Moves
Join the City of Menifee for their next monthly community walk on Saturday, August 12th, at Centennial Park.
Participants will get to explore a new trail every month and will receive a lanyard and custom park button each walk completed. Four-legged friends will also receive a free pet bandana. All ages, abilities, and pets are welcome! Registration is required.

Enjoy a night under the stars with the City of Wildomar at Marna O’Brien Park on Saturday, August 19th.
Explore the night sky with family, friends, and the Temecula Valley Astronomers beginning at 7:00 p.m. Don’t forget your blankets and chairs, and while there, attendees ages 3 to 17 can enter a raffle for a chance to win a telescope.

Homeland Mobile Health Clinic
Riverside University Health System will be hosting a mobile healthcare clinic on Thursday, August 17th, from 9:00 a.m. to 4:00 p.m. at Community First Church.
Services include exams, diagnosis and treatment of acute and chronic illness; patient education; immunizations; preventative health screenings; women's health exams; and laboratory services.

French Valley Public Safety Town Hall

Join the Third District Youth Advisory Council
Are you a high school student within the Third District and eager to make a change in your community? Then we encourage you to apply for the Riverside County Youth Commission! The Youth Commission is a Countywide board that advises the Riverside County Board of Supervisors on youth-related projects. Within the commission, there is a Youth Advisory Council (YAC), reflective of students from each district within Riverside County. Through the Youth Advisory Council, students gain valuable leadership skills through serving their community.

Community Action Partnership: Cooling Centers
As temperatures continue to rise, the Riverside County Community Action Partnership is coordinating Cool Centers to serve as drop-in sites for vulnerable individuals, seniors, the disabled, and others in need of temporary relief from the heat.
