Dear Third District Resident,
Since June 19, 1865, Americans have celebrated the commemoration of the end of African American enslavement within the United States. Today, we federally recognize this holiday every June 19th, known as “Juneteenth”. Officially signed into federal legislation two years ago, the celebration formally began in 1872 where a group of African American ministers and businessmen purchased 10 acres of land and created Emancipation Park, intended to hold the annual Juneteenth celebration. While Abraham Lincoln issued the Emancipation Proclamation in 1863, African Americans endured enslavement in Texas for an additional 2 years, which is why the celebration occurs on this day. During this holiday, African American culture and independence are memorialized and celebrated, as Americans collectively outcast racism and fear.
As our federal proclamation states, “Juneteenth is a day to reflect on bondage and freedom – a day of both pain and purpose”; reminding us of our capacity to both heal and emerge from what have been determined as some of our worst moments in history.
We encourage you to come out and join Temecula's upcoming Annual Juneteenth celebration this Saturday, June 10th. More details are shared below in our "Community Events" section.

Board Appointment: Chief Probation Officer Christopher Wright
I want to congratulate and welcome Riverside County’s new Chief Probation Officer, Christopher Wright, who was sworn in at the Riverside County Historic Courthouse on May 31st. He was selected in April by the Selection Committee comprised of two judges, two members of the Board of Supervisors, including myself, and the chief executive officers of the Court and the County. Following careful review and consideration, the committee selected Wright as the most qualified applicant for the position. Following the selection, the Court submitted Christopher Wright’s name to the Juvenile Justice and Delinquency Prevention Commission (JJDPC) for the position of Chief Probation Officer and on April 13, 2023, he was formally nominated.

Youth Advisory Council Year End Recognition
We recently recognized several students who have served on the Third District Youth Advisory Council this past year at an evening celebration at the French Valley Library. All participating students have expanded their knowledge about County governance, made a valuable impact in the community, and served in a leadership role assisting and advising the Board of Supervisors and County Departments, all while attending high school full time.
As we say goodbye to these students, we are looking for high school students who are interested in participating next year on the Youth Advisory Council, which is part of the County’s Youth Commission. If you or someone you know is interested in joining or want to learn more, click here.

Cheers to the 40th Anniversary of the Temecula Balloon and Wine Festival
On behalf of the Riverside County Board of Supervisors, it was my pleasure to congratulate the Temecula Valley Balloon & Wine Festival on their 40th Anniversary of this great community celebration.
Each year, the festival brings thousands of visitors to the Temecula Valley and provides them with memorable experiences and exemplary hospitality. Our region benefits greatly from the charitable, cultural, educational, and economic development opportunities. Cheers to forty more years!

The City of Wildomar is hosting their 8th Annual "Camp Out in the Park" on Friday, June 23rd through Saturday, June 24th at Marna O’Brien Park.

Valle Vista Movies in the Park
Join the Valley-Wide Recreation and Park District at the Valle Vista Community Center in Hemet for their first “Movies in the Park” event of the year on Friday, June 9th, beginning at dusk.
Bring a blanket or some chairs and come enjoy free popcorn and drinks under the stars while watching Puss in Boots: The Last Wish. Children 8 and under must be accompanied by an adult.

Diamond Valley Aquatics Center Open Swim
Come cool off and enjoy the fun this summer at the Diamond Valley Aquatics Center in their heated outdoor pool during open swim hours daily from 12:30 p.m. to 4:30 p.m.
The center features a water slide, zero depth entry with water fountain sprayers and activity toys for small children. This summer they are also offering swim lessons, junior lifeguard and water polo classes.

Apply for Operation Recognition
Did you miss graduating from high school due to serving in the U.S. Armed Forces in World War II, the Korean War, the Vietnam War, or internment in a Japanese-American relocation camp during World War II, and currently reside in Riverside County? If so, you may be eligible to receive a high school diploma.
Operation Recognition, a Riverside County Office of Education program, provides diplomas to those in our community whose education was interrupted due to wartime circumstances. There is no charge and if you have a qualifying family member who is now deceased, a family representative may apply for posthumous recognition. Riverside Transportation Agency 25 Cent Rides
It’s cheap to ride in style all summer long with RTA’s 25¢ fares! From June 1st - August 30th, all local bus routes, CommuterLink and GoMicro rides are only a quarter. Simply drop a quarter in the farebox or use the GoMobile app when you board. As always, students who are part of the U-Pass and Go-Pass programs can ride free.

SoCal Edison: Earn Bill Credits for Conserving Energy
After record-breaking rainfall earlier this year, temperatures are heating up and Southern California Edison (SCE) wants to help customers conserve energy. Two popular programs offered are the Summer Discount Plan and the Smart Energy Program.
Summer Discount Plan: Allows customers to earn up to $180 in bill credits when they sign up and take part from June 1 to Oct. 1. Upon enrollment, SCE installs a remote-controlled device on or near your air-conditioning unit, which allows SCE to power off or cycle on and off the customer's air conditioner during high demand energy events.
Smart Energy Program: This program allows customers to receive up to $115 in bill credits, including a one-time $75 bill credit just for enrolling. When an energy event is identified by SCE, the customer receives a notification that their smart thermostat will be up to four degrees temporarily adjusted for one to four hours.
