Dear Third District Resident,
Approximately two weeks ago, my colleagues and I unanimously agreed to join an effort initiated by the California State Association of Counties (CSAC) to advocate for statewide legislation to coordinate efforts to address homelessness across all jurisdictions.
Homelessness continues to be a humanitarian crisis affecting every city, unincorporated area and county of the state. No one level of government is solely responsible for responding to the homelessness crisis. While significant investments have been made by the state and local governments, responses prove to be uncoordinated from jurisdiction to jurisdiction. Each level of government has different resources and commits those resources differently.
As California has been in need of a comprehensive plan to address homelessness effectively and equitably, CSAC’s cohesive “AT HOME” plan, advocates for statewide legislation and advocacy focused on six pillars: Accountability, Transparency, Housing, Outreach, Mitigation and Economic opportunity.
Some of the actions outlined in the proposal include defining city and county roles for finding shelter locations and supportive housing units; integrating data systems to increase data-driven decision making and to build housing solutions across the range of housing needs. It also calls for recruiting an outreach workforce and providing funds for safety net programs and updating local workforce development boards to address employment for unhoused populations.
It is an honor to serve as the President of CSAC and to be able to advocate for Riverside County at the state level. Together, I know we can cohesively mitigate homelessness within our cities, counties and state.

Innovation Month
April is celebrated as Innovation Month to acknowledge the innovation and entrepreneurship happening right here in Riverside County. Riverside County has built an ecosystem of Innovation Centers to welcome and attract entrepreneurs and support innovation. In the last decade, these centers have helped to raise hundreds of millions of dollars for new ventures born in the County, but the potential is even greater.
Supported by Riverside County’s Office of Economic Development partnered with local education institutions and many other organizations, we welcome the creation of opportunities that grow ideas through honesty and hard work. Child Abuse and Neglect Awareness Month
Every April, the RUHS Foundation works to raise awareness of child abuse and neglect prevention methods through the Pinwheels for Prevention campaign. As one in four children experience abuse or neglect within their lifetime, awareness and education is encouraged as community partners play an important role in keeping our children safe. While there are no substitutes for loving parents or guardians, it is of the utmost importance that we stop child abuse from occurring.

Peer Support & Resource Center Expansion
Recently, Third District staff attended a ribbon cutting ceremony to celebrate the expansion of the Peer Support & Resource Center (PSRC) in Temecula. Riverside University Health System - Behavioral Health’s Peer Support & Resource Centers are open to any community member who is seeking resources and support, including individuals facing a behavioral health, housing, or recovery challenge. These centers are run entirely by Peer Support Specialists with lived mental health and/or substance use recovery experience, who can connect and share meaningfully with the people they serve.

"Menifee Better Together" Event
Volunteer for the 11th Annual “Menifee Better Together” event held on Saturday, April 22nd from 7:00 a.m. to 12:00 p.m.
This day is dedicated to beautification projects around the community, including a Senior Home Revitalization project with Habitat for Humanity, Covid-19 Memorial Rock Painting, Quail Valley Clean Up, and more.

Murrieta Firefighters Barbeque
Come out and join Murrieta Fire & Rescue for their Annual Firefighters Barbeque on Saturday, April 15th from 12:00 p.m. to 6:00 p.m. at Murrieta’s Town Square Park.

2023 Temecula Rod Run

Astronomy Night in Wildomar
The City of Wildomar has partnered with the Temecula Valley Astronomers to host an Astronomy Night on Saturday, April 29th at Marna O'Brien Park from 7:00 p.m. to 9:00 p.m.
Bring your chairs and some blankets to stay warm while you explore the night sky with the experts. Children will also receive a free raffle ticket for a chance to win a telescope.

Valle Vista Neighborhood Clean Up
Drop off your unwanted items for free at the Valle Vista Neighborhood Clean Up event held on Saturday, May 6th from 8:00 a.m. to 12:00 p.m. at the Valle Vista Library in Hemet.
Accepted items include furniture, appliances, and electronics. Trash, paint, automotive parts, household hazardous waste (HHW), fertilizers and light bulbs will not be accepted. You must unload your own items.

Diamond Valley Lake Wildflower Trail Now Open
The Diamond Valley Lake Wildflower Trail is now open for the 2023 season. Hike or bike around the wildlife reserve to see stunning views of the wildflower bloom, reservoir, and protected wildlife.
The trail is open Wednesday through Sunday from 6:30 a.m. to 6:00 p.m. Entry fees are $11 for parking and $4 per person. Unfortunately, dogs are not allowed.

Animal Services – Stray Dog Assistance in Anza
In response to concerns by residents about a recent incident involving roaming dogs harming livestock in Anza, I have asked the Department of Animal Services to patrol the area for free-roaming dogs. Please know that there will be an increased presence of Riverside County Animal Services’ officers in the Anza area.
Any free-roaming dogs found will be picked up and transported to a Riverside County animal shelter facility if their owner cannot be contacted or identified through the dog’s identification tag or microchip. I urge you to make sure your pets are licensed, spayed/neutered and tagged/microchipped so that they can be safely returned to you should they become lost or loose.
Additionally, if needed the Department of Animal Services has dog traps available to borrow free of charge with all supplies included if stray dogs are a repeated occurrence on or near your property. An officer will help set up the trap and pick it up when no longer needed.

Public Health – New Covid-19 Masking Guidelines
Effective April 3, 2023, the California Department of Public Health updated face masking guidance removing mandatory masking requirements in high-risk settings regardless of vaccination status. High-risk settings include healthcare settings, long term care and adult/senior care facilities, emergency shelters, and state/local correctional and detention centers.
Riverside County Superior Court – Now Accepting Civil Grand Juror Applications
The Riverside County Superior Court is now accepting applications from qualified citizens interested in being nominated to serve as civil grand jurors for the time period of July 1, 2023 through June 30, 2024. Duties include, but are not limited to, investigating the operations of county government, researching matters of civic concern, and inquiring into public offenses.

Youth Advisory Council – Internship Recruitment
The Third District is looking for a candidate interested in the opportunity to serve as the Youth Advisory Council Coordinator. The position is responsible for providing mentorship to high school aged youth, and coordinating and overseeing all aspects of the Youth Advisory Council program within the Third District.
