CARB releases updated application templates for the LCFS ZEV Infrastructure Programs

Updated Templates Available


The California Air Resources Board (CARB) today has made available the updated application templates for the HRI and FCI pathways that incentivize the development of new hydrogen refueling stations and direct current fast chargers by guaranteeing a certain number of LCFS credits issued to those stations and chargers based on their level of service, size and uptime.

The new application templates allow for multiple sites in a single application.

The new application templates for the Low Carbon Fuel Standard’s (LCFS) Hydrogen Refueling Infrastructure (HRI) and Fast Charging Infrastructure (FCI) pathways for Zero Emission Vehicles (ZEVs) can now be downloaded:

Hydrogen Refueling Infrastructure & Fast Charging Infrastructure Pathway

The HRI and FCI pathways were created with the Board approval of the 2018 amendments and revised with the Board approval of the 2024 amendments to CARB’s LCFS regulation

The HRI pathway is available for light- and medium-duty (LMD-HRI) stations as described in Section 95486.3(a) and for heavy-duty charging (HD-HRI) as described in Section 95486.4(a) of the regulation. The FCI pathway is available for light- and medium-duty charging (LMD-FCI) as described in Section 95486.3(b) of the regulation, and for heavy-duty charging (HD-FCI) as described in Section 95486.4(b) of the regulation.  Applications for the original HRI and FCI types as described in Section 95486.2 of the regulation are no longer accepted.

LCFS Reporting Tool

To apply for the HRI or FCI pathway, entities must first be registered in the LCFS Reporting Tool (LRT).  An entity’s "Organization Profile" should include in its "Registration Categories" that the entity is a "ZEV FUELING INFRASTRUCTURE OWNER" for “Hydrogen Refueling Infrastructure (HRI)” or "DC Fast Charging Infrastructure (FCI)".

LCFS Reporting Tool

Applications consist of an “approval” section and an “eligible” section and can be submitted together or sequentially.  The “approval” section can be submitted before a site is operational, while the “eligible” section must be submitted after a site is operational and the fuel supply equipment (FSE) is registered in LRT.  Multiple sites can be submitted each quarter in a single application, in a single LRT correspondence.  Public light- and medium-duty sites can be co-located with heavy-duty sites, and private sites can be co-located with public or shared sites of the same vehicle class, but each site type should be submitted as a distinct site.  Supporting documentation should be zipped with the application and attached to the LRT correspondence as a single file.
