Work Group on January 25th, 2018
On December 14, 2017, the California Air Resources Board (CARB) approved
the Fiscal Year 2017‑18 Funding Plan for Clean Transportation Incentives which allocates
$17 million to the Statewide Administrator for Clean Mobility Options in
Disadvantaged Communities Pilot Project for the establishment of a statewide
administrator to provide a streamlined process for funding for small, simple
car sharing projects in disadvantaged communities.
On November 29, 2017, CARB staff held an initial work group
teleconference to discuss initial project concepts and receive input from
stakeholders. On Thursday, January 25,
2017, CARB staff will hold a second public work group teleconference to continue
the development of the scope of work for this pilot project. This second meeting will recap the discussion
and input to date, and will present more solicitation details on the scope of
work for the project administrator for public input.
For this pilot project, CARB will hold a
competitive solicitation to select a project administrator. Eligible applicants to be the project
administrator include federal, State or local government entities or agencies, and
California nonprofit organizations. Once selected, the
administrator would create a project implementation plan via a public process
that will lay out the project requirements that recipient entities must meet in
order to apply for and receive funding for small, simple car sharing projects.
In addition, the administrator would outreach to community based
organizations, government agencies, tribal governments, and other entities in
Disadvantaged Communities to announce the project, build capacity, and assist
recipient entities to apply for funding and implement car sharing
projects. CARB funding will flow to the
administrator and then to successful recipient entities. Eligible project types will include the
purchasing of clean vehicles, bicycles, infrastructure for vehicles and
bicycles, outreach, technical assistance, reservation systems, and ridesharing
subsidies.
