Greetings,
This month I would like to spotlight the great work being done by our Probation Department, specifically the work being done in the Placer Reentry Program (PREP Center).
Community Partnerships & PREP Success
The Placer County Probation Department continues to strengthen partnerships and advance prevention-focused public safety efforts throughout District 3.
Most recently, Probation partnered with Sierra College to host the DUI prevention symposium, Game Plan: Get Home Safe. The event brought together valued partners including MADD, the California Highway Patrol, Rocklin Police Department, the Placer County Sheriff’s Office, the Placer County District Attorney’s Office, and the California Office of Traffic Safety.
Together, these agencies provided education and prevention-focused messaging surrounding impaired driving, reinforcing a shared commitment to community safety and responsible decision-making.
Probation’s Adult Alternative Sentencing Division also continues to make a visible impact locally. The Adult Work Release Program recently supported Loomis Grammar School, where participants assisted with grounds cleanup and weed removal. These projects enhance community spaces while promoting accountability and pro-social skill development.
Placer Probation & PREP: Turning Obstacles into Opportunities
Since 2015, Placer County Probation and the Sacramento County Office of Education (SCOE) have partnered to operate the Placer Reentry Program (PREP), supporting the reentry needs of justice-involved adults and youth. This long-standing collaboration reflects a shared commitment to reducing recidivism, promoting rehabilitation, and expanding pathways to success.
PREP delivers comprehensive programming focused on workforce development while addressing critical needs such as mental health, substance use, anger management, and criminal thinking.
2024–2025 PREP Highlights:
- 515 total participants served • 79 juvenile participants served • Expanded in-custody programming for juveniles • 127 PREP graduates • 53 participants served through the DA Pre-File Program • 18 job placements & 103 vocational certifications (NCCT Program) • 7 referrals to the PCOE Diploma Program • Added Fentanyl Awareness, Prop 36, and Juvenile Theft Diversion courses
These achievements reflect the strength of collaboration and the dedication of staff committed to creating meaningful opportunities for lasting change.
Success Story – Justin P.
Justin’s journey is a powerful example of how obstacles can become opportunities. After years of addiction and incarceration, Justin successfully completed all court-ordered requirements, including substance use treatment, Batterer’s Treatment Program, community service, and career readiness training.
Now sober for over two years, Justin shares that his life is moving forward positively for the first time in decades. He credits PREP and Probation for providing the tools and support needed to build a stable, positive future.
Placer County Probation remains grateful for the continued partnership with SCOE and looks forward to building on PREP’s success to serve the evolving needs of our community.

Being a Court Appointed Special Advocate (CASA), means stepping into a child’s world with empathy, patience, and commitment. It’s about using your voice to amplify theirs, supporting their dreams, and standing by their side as they navigate the foster care system.
What Does a CASA Do?
CASAs form meaningful one-on-one connections with a child and become a trusted ally in their journey. By spending time together, listening deeply, and advocating for their needs, you can help create opportunities that open doors for their future.
CASAs:
- Monitor the child’s care and progress.
- Provide child-focused recommendations to the court.
- Advocate for the child’s best interests in the courtroom, classroom, and at home.
Anyone can become a CASA. You just need compassion, consistency and a belief that every child deserves to be seen, heard, and supported. We provide comprehensive training and a supportive community to guide you every step of the way. We’ll help you discover how your perspective can make a life changing impact in the life of a child.
Requirements to Volunteer:
- At least 21 years old.
- Have a good driving record and reliable transportation.
- Complete a background check and provide references.

The Placer County Housing Element includes a program (HE-42) that commits the County to updating the development code to permit residential care homes consistent with state law requirements. This zoning text amendment addresses this program while aiming to maintain the character of our residential neighborhoods by creating two classifications of licensed residential care homes: licensed residential care homes serving no more than 16 residents with no medical services, and licensed nonmedical facilities serving more than 16 residents and/or operating like apartments or multifamily housing.
This amendment previously came forward as part of the 2022 County Code Amendment package, which included other cleanup items. In response to feedback from the public and the Board of Supervisors, this amendment was separated into a separate zoning text amendment for further consideration and refinement. As part of the refinement process, the distinction between homes that look and operate like single-family home and those that look and operate as multifamily housing was clarified.
The webpage includes information on the process of the zoning text amendment, public input opportunities, and updates for final hearings and adoption before the Board of Supervisors.
