Dear Friends and Neighbors:

I wanted to update you on some recent developments that I believe mark an important step forward in how Placer County is addressing homelessness — and to share a bit about a powerful experience I had representing our community on a national stage.

This week, the Board of Supervisors voted 4-1 to approve updated contracts with The Gathering Inn to continue operating our congregate emergency shelter and our Mobile Temporary Shelter (MTS) here in Auburn. I voted yes because I believe these updates reflect the balanced approach we need — one that brings together compassion and accountability in a way that leads to lasting change.

One of the most significant additions to the contract is a new 180-day limit for individuals staying in the shelter to become “document ready” — meaning they’ve obtained the necessary paperwork and services to transition into permanent housing. This ensures the shelter is not just a place to stay, but a meaningful step on the path to stability.

The MTS in particular continues to be a point of pride — and innovation. This mobile emergency shelter model allows us to bring structured, service-rich shelter directly to those who need it most, with a focus on safety, support, and accountability. It’s been remarkably effective — and others are taking notice.

Earlier this month, I had the opportunity to travel to Washington, D.C. as part of the Cap-to-Cap program, joining other regional leaders and advocating for Placer County’s priorities. While there, I met with representatives from the Department of Housing and Urban Development (HUD) and had some very encouraging conversations.

HUD officials shared that they are beginning to rethink their approach to homelessness, moving away from a strict “housing first” model and instead focusing more on emergency shelters that offer services and accountability. It was affirming to hear this shift directly from national leadership — because it aligns so closely with the work we’re already doing through our MTS program.

It’s clear that Placer County is ahead of the curve. Our approach to homelessness is being seen as a model for others, and it’s more important than ever that we continue to invest in and support these concepts. It’s working — as of April 2025, seven guests have successfully moved on to improved housing, and sixteen MTS residents are now housing-ready. This program is giving people a real chance to rebuild their lives with dignity, support, and a clear path forward.

Homelessness is a deeply human issue. We must offer help, but we must also have clear goals and expectations. This new contract is an important part of that, and I’m proud of the direction we’re heading.

New therapy dog helps children

Bulldog "Pudge" has snorted his way into the hearts of many children and families who come through the doors of the county's visitation center, where Children's System of Care staff supervise visits between parents and children who have been removed from their home due to abuse or neglect. Pudge is the new therapy dog trained to provide comfort, consistency and unconditional love during what can be a deeply emotional and uncertain time for kids.

Support and therapy animals are becoming a more common presence in public service settings, helping agencies offer comfort and connection during stressful or emotional moments. Watch Video.

What is a MAC?

The Municipal Advisory Council may advise the Board of Supervisors on matters that relate to the area served by the Municipal Advisory Council (MAC). The Council shall advise the Board of Supervisors on matters specifically referred to it by the Board of Supervisors for review and recommendation.

Municipal Advisory Councils (MACs) are groups of residents from the local community who advise the Board of Supervisors on concerns. They are open forums where information about land use, transportation and general county information is shared and discussed. Residents can attend these meetings in their own community and talk about issues that are important to them.
