Dear Friends and Neighbors:

The Board of Supervisors recently passed a resolution supporting Proposition 36 on the November Ballot. It’s an initiative focused on changing how certain drug and theft crimes are punished. Essentially, Proposition 36 aims to toughen penalties for specific offenses.

For instance, if someone has two or more prior convictions, stealing items worth $950 or less could now be classified as a felony, which could lead to a sentence of up to three years. Additionally, the measure allows for longer sentences for theft crimes involving multiple offenders and mandates prison time for selling certain drugs, like fentanyl and heroin.

There’s also a new provision for a “treatment-mandated felony” for individuals with previous drug convictions. This means that those individuals would be required to undergo treatment, and if they complete it, their charges could be dismissed. However, if they don’t finish treatment, they could face up to three years in prison.

Another significant aspect of Proposition 36 is that courts would warn individuals convicted of selling drugs that they could be charged with murder if their actions result in someone’s death.

Financially, the measure is expected to significantly increase costs for both state and local criminal justice systems, with estimates suggesting tens to hundreds of millions of dollars annually. This is due to the anticipated increase in the prison population and added court workloads.

A "YES" vote means harsher penalties and the potential for mandated treatment, while a "NO" vote keeps things as they are.

The Placer County Community Development Resource Agency is seeking public input into its proposed 2024 Zoning Text Amendment initiative, with multiple workshops beginning in September and a town hall meeting Oct. 15. 

The county’s zoning ordinance – a local law that regulates how land and buildings can be used in specific areas in the county – is updated periodically to clarify ambiguous or conflicting sections, comply with new laws and regulations, address emerging technologies or trends and correct errors or inconsistencies. West Placer Municipal Advisory Council (MAC)

The Municipal Advisory Council may advise the Board of Supervisors on matters that relate to the area served by the Municipal Advisory Council (MAC). The Council shall advise the Board of Supervisors on matters specifically referred to it by the Board of Supervisors for review and recommendation.

Municipal Advisory Councils (MACs) are groups of residents from the local community who advise the Board of Supervisors on concerns. They are open forums where information about land use, transportation and general county information is shared and discussed. Residents can attend these meetings in their own community and talk about issues that are important to them.
