PLANNING PROCESSES AND PUBLIC ENGAGEMENT

Happy 2024! As we start the New Year, we are looking forward to another busy year serving you!  There are many upcoming items we know will be of interest. We encourage you to follow these and get involved!

The Board directed staff to formalize the Short-Term Rental Advisory Group.  We had participation in the less formal process staff was using but with changing participation and differing goals, it was difficult to reach consensus.  We are hopeful that this more formalized process and membership will allow those with differing opinions and goals to work together and come up with  recommendations that represent the broad and diverse base of our community. 

A joint North Tahoe and Olympic Valley MAC meeting will occur on February 15th to consider the SNOW Museum’s EIR.  We are still working with the USFS on the details of the use of the property but the environmental document is complete and ready for the public.  Check this link for location and time of the meeting. 

Also mark your calendars for February 19th and 20th when the Board of Supervisors will be in Tahoe for our quarterly meeting.  The agenda for that meeting is not complete but here are a few items we are aiming to discuss:

     • STR Ordinance Amendment/New Advisory Group with Annual Goals
     • SNOW Museum EIR Certification
     • Aligning Priorities to Achieve Success – Critical Success Factors
     • Destination Stewardship Presentation

In December the TRPA Governing Board approved amendments to incentivize deed-restricted workforce housing.  The final decision responded to public input and eliminated the proposed transition zones from receiving the incentives proposed in the amendments, confining additional height, coverage and density for use in town centers. 

As you are all very aware, many in the North Shore community have expressed concern about the additional height that was proposed for deed-restricted housing projects.  Now Placer County has to make a decision and modify our area plan.  Our choices are to “opt-in” or “opt-out” to TRPA’s amendments.  If we “opt-out” we will need to demonstrate how we will incentivize workforce housing to achieve the same feasibility for projects.  Staff is working on developing a timeline and process for this consideration.  We will keep you informed!

Placer County held a pair of meetings with the community this month to discuss implementation of the first phase of its North Lake Tahoe Parking Management Program. Each meeting was held virtually and facilitated by the county’s program consultant, Dixon Resources Unlimited, and provided community members with opportunities to share their vision for the future. Both the January 10th and 11th meetings were recorded and have been posted to our Parking Management Program website. Information on future workshops will be shared on this page when available.

PLACER SUPERVISORS APPROVE $175,000 IN DEFENSIBLE SPACE GRANT FUNDING FOR QUALIFYING EASTERN PLACER

The Placer County Board of Supervisors approved the acceptance of $175,000 in grant funding for the development of a Defensible Space Fuels Reduction Program, aimed at assisting low-income senior and disabled residents in eastern Placer County. The program will provide qualifying residents with assistance to improve defensible space around their homes and properties to reduce the risk of loss of life and property in the event of a wildfire. VOTERS IN PLACER WILL HAVE MORE CHOICE AND CONTROL THIS ELECTION YEAR

Exciting changes are coming to Placer County as we head into 2024! Our Elections Office has recently adopted the California Voter’s Choice Act election model to provide our eligible voters with more choice and control over their vote. Rather than assigned polling places, the VCA model employs regional vote centers that are open for four or 11 days, and available to all eligible Placer County voters for in-person voting. Additionally, new legislation now permits voters to bring their vote-by-mail ballot to any vote center and use the ballot scanner to have it counted on-site, ensuring it will be included in the preliminary results released on election night. PLACER COUNTY CONTINUES TO EXPAND AND ENHANCE PARKING MANAGEMENT WITHIN NORTH LAKE TAHOE

In June, Palisades Tahoe announced its new Reserve N Ski reservation-based parking program for weekends and holidays in both Olympic Valley and Alpine Meadows. The program aims to improve the overall experience for visitors and residents during busy ski days by reducing the number of cars on the road and encouraging guests to carpool and use alternative transportation options. This week, our board added to regional efforts to alleviate traffic congestion by approving a parking management agreement with Palisades Tahoe to provide back-up enforcement of the resort’s new parking program. APPLY TO BECOME A MEMBER OF THE SHORT TERM RENTAL ADVISORY GROUP

A formalized Short-Term Rental Advisory Group is being created, per direction from the Board of Supervisors in fall of 2023, to apply continuous learning and adaptive management principles to the STR Ordinance.  Interested participants in the STR Advisory Group can apply today. Applications are due by Wednesday January 24 at 5pm and can be submitted to nmartin@placer.ca.gov. The committee has 14 designated seats, which you can learn more about in the STR Advisory Group Guidelines. All applicants will be notified the week of Monday, January 29th, following a review of all the applications by members of a County selection committee. LEARN MORE + APPLY TODAY

MACs provide a local forum where residents can attend meetings in their own community and talk about issues that are important to them.  These meetings are a great venue where land use, transportation and general county information is shared, discussed and where the MAC members may make recommendations on those topics and more.

LOCAL WORKER HOUSING AVAILABLE FOR PURCHASE AT HOPKINS VILLAGE, LOCATED IN MARTIS VALLEY

Hopkins Village, the newly constructed, for-sale housing development located in Martis Valley, has multiple units for sale for local workers in the Tahoe Truckee Unified School District boundary. The development consists of 40 units (20 half-plexes) offered at a sale price of $615,000 to the local workforce and at market rate to local employers.

• 2023 renewal cycle began on April 1. Team has been receiving renewal applications along with new permit applications.
• Team has been enforcing new Short Term Rental ordinance since March 11, 2022
STR Enforcement hours – 7 days/nights a week including holidays (until 12am, then sheriff responds)
STR Enforcement goal = patrolling 80% of shift time
