Dear Friends and Neighbors:

Thank you to the nearly nine hundred residents who registered for our annual West Placer Virtual Community Meeting on Development, Construction and Water in 2023. We had excellent presentations by our subject experts about what residents can expect in the future in the City of Roseville and the unincorporated County areas surrounding it. If you have not had an opportunity to watch the presentation, it is available now on the Placer County YouTube page.

Here are five takeaways from our presentation that we want to make sure residents know:

1. Plans are publicly vetted and address possible issues prior to approval.

Specific Plans (SP) were approved between 2004 (West Roseville Specific Plan) and 2019 (Placer Ranch), by the City and County respectively, and are thoroughly and thoughtfully vetted through a public process. The Environmental Impact Report process looks at things like aesthetics, traffic, water, noise, air quality and service demands. While it may seem like houses are going up faster than services can keep up, all plans are required to account for these things so sufficient services are available for new and current residents.

2. Our County, serviced by Placer County Water Agency (PCWA), is currently equipped with enough water for planned growth.

Andy Fecko, General Manager of PCWA, outlined the long-term planning that PCWA undertook in the mid-20th century to ensure that our county has enough water as the population continues to increase. PCWA and the City of Roseville also continue to invest in new ways to source and store water for future dry years.

3. Action on the Costco application is anticipated by May 2023!

The City of Roseville is processing the application for a new Costco on Baseline Road which will kick off the development of the Baseline Marketplace “power center” area. Action is expected to take place by mid-May 2023 barring any other setbacks or opposition. Construction of the property could begin soon after but will depend solely on Costco’s timeline.

4. Baseline Road is planned to be expanded to 4 lanes to the Roseville City limit by the end of 2024.

Ken Grehm, Placer County Public Works Director, shared with us that work on the final 2-lane portion of Baseline Road between Fiddyment Road and Watt Avenue is currently out to bid and is anticipated to be completed by the end of 2024.

Also, three of the stop signs around the Placer County/Sutter County border, where Baseline Road becomes Riego Road, will be converted to signal lights to keep traffic moving in through that area and onto the Sacramento Airport and Downtown.

After the entirety of Baseline/Riego Road has been expanded to four lanes to Highway 99/70, it is planned to be expanded to 6 lanes.

5. Current Construction websites are available for residents to stay up to date with active projects.

Recent stormy weather has led to an increase in dog intakes at the Placer County Animal Services Center in Auburn, putting additional strain on an already-full shelter. As a result, PCAS is launching adoption and redemption promotions to address overcrowding. Learn more
