Formerly COO at Ava Community Energy, Chang holds more than 20 years of renewable energy, business development and finance experience
Chang helped launch Ava Community Energy (formerly East Bay Community Energy) in 2017. Prior to Ava, he served as Senior Director of Utility Origination & Development at Sol Systems and worked at SunEdison, where he led the C&I Channel Operations team, serving as Chief of Staff of the North America Region and in utility-scale project finance. His previous roles, including at General Electric and J.P. Morgan, have provided a breadth of experience in strategy, new business creation and operations within solar, energy management systems and other energy-related ventures.

Summer Time-of-Use (TOU) rates began June 1. Each year in the summertime, electricity rates change to account for increased generation costs during the summer.
Most residents and businesses in our service area are on TOU rates, which means that during peak hours (often between 4pm-9pm), electricity rates are the highest they'll be all year. PG&E offers a few different TOU rates, and different rates have different peak, partial-peak, and off-peak times.
Knowing the details of your rate plan and choosing one that makes sense for your needs can help you save money! You can choose your rate schedule with PG&E (for example: E-TOU-C, E-TOU-D, or E-TOU-B) and your service plan with Ava (Bright Choice or Renewable 100). We recommend trying to run your dishwasher, vacuum, and do laundry and other electricity-intensive tasks during off-peak hours to help lower your bills.
Summer rates along with rising transmission and delivery costs from PG&E, mean larger bills than ever before. Statewide programs like CARE and FERA can help -- and as of June 1, 2024 both programs have new (higher) income limits.

A new budget for the upcoming fiscal year was approved at the June Board of Directors meeting. Highlights include:
- Our value proposition will stay the same for the upcoming year. Customers on Bright Choice will continue to save 5% compared to PG&E standard rates and customers on Renewable 100 will continue to pay 1/4 of a cent more per kWh.
- Update to the 'Path to Zero by 2030': the 2025 carbon-free target has been increased to 81%. Carbon free percentages include both renewable energy (solar, wind, geothermal, small hydroelectric, and biomass) and large hydroelectric.
- $22.4 million budgeted for Local Development initiatives
- Ava will hire 15 new employees as we continue expanding our operations
