We’re offering incentives for commercial kitchens to electrify and get off natural gas, and we’re developing our program to loan induction cooktops, so residents can try before they buy. These programs are already up and running in Berkeley, Hayward, and Piedmont. In 2022, EBCE will serve more than 150,000 electricity accounts with Renewable 100
The cities of Albany, Berkeley, Dublin, Hayward, Piedmont, Pleasanton, and San Leandro are choosing 100% clean sources for both their own municipal electricity accounts and for the electricity consumed by most local residents and businesses. This collective transition marks a 50% adoption rate of the Renewable 100 program among EBCE member cities, which would place EBCE at the #2 spot nationally in number of green power customers, compared to all other electricity providers, according to the National Renewable Energy Lab annual rankings.
The City of Piedmont set Renewable 100 as the default service for residents when EBCE launched in 2018. The cities of Albany, Dublin, Hayward, and Pleasanton are transitioning customers to Renewable 100 in January 2022, with Berkeley and San Leandro following later in the year. Residential customers who are on income and/or medical-qualifying discounts – such as the California Alternate Rates for Energy (CARE) and Medical Baseline programs – will remain on Bright Choice, as will commercial accounts in Dublin during the January 2022 transition.

EBCE gives portable batteries to 50 low-income vulnerable customers
The Medical Baseline Program offers low rates for residential customers who may depend on power for medical devices and supportive technologies. EBCE is working to reduce the impact of outages on our most vulnerable customers, and a first step is getting portable backup batteries into the homes of low-income customers on the Medical Baseline rate.
In Spring 2021 EBCE sent a survey to its Medical Baseline customers to better understand their electricity dependent medical device and supportive technology resilience needs. The results of that survey were outstanding with over 600 customers responding in just one week. With this information, and EMPOWER data provided to EBCE by the Alameda County Public Health Department, EBCE scoped a new Medical Baseline Portable Backup Battery Pilot Program that launched this fall. The program has two components, both provide customers with a Goal Zero Yeti 3000X portable power station: 1) free backup battery for low-income Medical Baseline customers and 2) a $1,000 rebate on the purchase of a backup battery.
As a first step in program development, EBCE procured 50 portable power stations and set up an internal rebate processing system. EBCE also partnered with Community Resources for Independent Living (CRIL), a nonprofit disability organization, who helped EBCE with storage and delivery of the backup batteries to customers' home.
In early October the free backup battery was offered to EBCE's low-income Medical Baseline customers on a first come, first served basis. All backup batteries were reserved within one month. Rollout of the rebate component of the program launched after the free backup battery offer, and was recently disseminated to all EBCE Medical Baseline customers.
