A Message from the City Manager
I spent this past weekend drafting my Fantasy Football team. Alas, at my age and physical condition, this is about as close I can get to the game! (I intended to wear my high school football jersey and letterman jacket to the draft... the jersey, which used to fit over shoulder pads, nearly cut off blood circulation to my head and arms; and the buttons on the jacket were holding on for dear life ☹). Oh well.
As much as I fully expect my Steelers to shock the world by winning the AFC North on their way to another Super Bowl victory, and as confident as I am in my player-drafting abilities that my $40 investment in fan-fiction football will surely result in a $400 grand prize and bragging rights over my beer buddies and family, I have to admit that nothing is certain in this world. In this way, I suppose that there are some parallels between football and our business:

Coaching: Coaches guide a team to victory by planning, studying mentoring, encouraging, holding players to account, assessing talent, anticipating challenges, and making adjustments. We all are coaches to one degree or another, and you don’t have to be a supervisor or manger to be a leader. Learning and growing are all of our responsibility.

Training & Conditioning: How you practice to how you play. Being focused and disciplined is essential to our success. Our achievement, our service to the community, and even our very safety (in some situations) demands it. Being an Employer of Choice and the Premier Community of the Inland Empire comes with obligations to be on our “X” and ready to go. Indeed, maintaining peak performance requires continuous learning and self-improvement on our part and at every level and position, and which are key to our professional growth.

Communication: Effective communication is the backbone of any successful team. Clear and open communication ensures we are all on the same page and working toward common goals. Life on the field and in the game is fast-paced and can be confusing and unclear at times. Communicating in the classroom and locker room, in the huddle, and as we approach the line helps keep our “head on a swivel” and helps us anticipate what’s coming next.

Improvise & Innovate. We know that change is constant and that other teams/cities are looking to knock us out of the top spot. This calls for innovation and the willingness to try new ideas, to experiment and to improvise when necessary. The asking price to ensure a maximum of success, however, is that we are studied, diligent and that we communicate. Oftentimes, you can’t just throw a switch and miraculously turn the tide of a game – gadget plays usually only work once. For consistency, we must build momentum; and it is the momentum that gives us the opportunities to consistently hit on our big splash plays.

Execution & the Fundamentals. While we embrace innovation, remember that the fundamentals remain essential. We gotta do the little things right – we block and tackle; we throw and catch. Solid foundations in our work like “Excellence in Service” and “Exceptional Customer Service” make up all of the little differences in our performance that, in the end, create the big differences that win games.

Trust. When the clock is winding down and we are deep in our own end of the field, I have to trust you, and you have to trust me. When you throw the ball, you know that I’ll be on my spot to catch it; when we bring the blitz, I know that you won’t lose outside containment. We are so much stronger if we can rely on each other to do our jobs and ensure that discipline, integrity, and teamwork are non-negotiable elements of our culture!
Even if you are not yet part of Steeler Nation (maybe you have some wacky reason…), I know that we can come together this year for the benefit of our fans – the residents and businesses of Ontario. Here we go!!!

EV Charging Changes
Beginning on September 15th, the EV chargers controlled by the City (EVConnect & ChargePoint) will cost $0.39 per kWh for the public, and they will be limited to a 4-hour charge limit. Additionally, there will be a $1.00 per minute idle charge after a 30-minute grace period from when they reach the 4-hour charge limit OR when their vehicle reaches full charge.
As a benefit of employment, City Employees will continue to receive free charging by setting up an account with EVConnect/ChargePoint utilizing your city email address. While the City will not be implementing an idle charge for City Employees right now, we ask that everyone who uses the EV chargers be a respectful coworker and limit your charge to 4-hours per day.

The rates for the public were set to allow for the City to recover costs of the EV charging program. If anyone from the public has questions about the EV charging rates, please direct them to Management Services at (909) 395-2000.
Civic Center Expansion Project Update
On September 5th, the City of Ontario will begin work on the Civic Center Campus Expansion, a part of the broader Ontario Plan to revitalize downtown. This effort envisions a modernized Civic Center Campus that will contribute to the reactivation of downtown, attracting more activity in downtown and optimizing available space.
The first project, which will relocate a storm drain line on D St. between Cherry Ave. and Sultana Ave., is tentatively scheduled to start September 11th and complete in late October. During construction, there will be significant impacts to traffic in the area and it is advisable to avoid this stretch of D St. and also the intersection at Sultana Ave. Please plan ahead and expect delays. A series of projects will follow, and more information will be forthcoming and added to our website.
In the meantime, we want to remind City employees not to park in the current ULV Parking Lot. Employee parking is encouraged in our current Employee lot on Sultana Ave. and C St. for the time being. Additional employee parking will be available in the C-Block Parking Structure and the open parking lot on Lemon Ave. and B St.

Employee Referral Program

Because of that, the City is now offering an Employee Referral Bonus for every successfully hired and onboarded employee that was referred by one of our own.
For you to better understand how the process will work, here are a few details:
- The referred employee must put your name on the “How did you hear about this job” portion of their application (No exceptions!)
- Once the employee is hired, work with the HR Liaison for your department to process the request for payout. (Instructions will be sent to all HR liaisons)
- After 30 days of your referral’s first day of employment, the request will be paid out and included with your normal paycheck.
- $250 for any Full-Time position referred, and $150 for any Part-Time position referred

Community Emergency Response Team (CERT) Program
Community Emergency Response Team (CERT) program educates volunteers about disaster preparedness for the hazards that may occur. The program trains volunteers in basic disaster response skills, such as fire safety, light search and rescue, team organization, and disaster-related medical operations.
The City of Ontario CERT training is FREE and open to anyone interested in learning how to be an effective responder for their family and community in the event of an emergency. This training is provided by the Ontario Fire Department using the nationally recognized 20-hour curriculum approved by the Federal Emergency Management Agency (FEMA).
Participants will learn to:
• Identify and anticipate hazards in the community • Reduce fire hazards in the home and workplace • Extinguish small fires • Conduct light search and rescue • Setup medical treatment areas • Provide disaster first aid • Assist emergency responders
The Fall 2023 CERT Basic Academy will occur in-person Tuesday and Thursday evenings of October 5th – October 26th. Classes will run from 6:00 pm - 9:00 pm.

Using Microsoft Word to Edit PDF Files
Did you know that Microsoft Word has the ability to make minor edits to PDF files?
Word converts the PDF file to a Word file format and then allows you to save the file back to PDF. There are some limitations to this feature, one is the PDF document cannot be something that was scanned from a copier. You can use the same function to convert any Word file to the PDF file format when needed.
- In Word, select the File tab, then click Open. Under ‘Other locations’, click on Browse button.
- Browse you folders to the PDF file you would like to open.
- A notification window will inform you that the file will be converted to an editable Word document; click OK to continue.
- Make you edits.
- To save back to a PDF, click on File, Save As, and click on the drop down menu under the file type and change from Word Document (*.docx) to PDF, then click Save.
Outlook Tips
Set Automatic Reply/Out of Office Message
- In Outlook, select the File tab within the top-left corner. Select Automatic Replies.
- Select the Send automatic replies radio button. Within the Automatically reply once for each sender with the following messages field, enter the required text for your out of office message.
Tip: If you would like your Out of Office to turn on and off automatically during a certain time period, select the Only send during this time range tick-box and enter the start and end dates required.
- Select the Outside My Organization tab. If you would like external senders to also receive your out of office, tick the auto-reply to people outside my organization tick-box and enter the required text within the text field provided. Select OK.
- Your Out of Office message is now set. To turn off your Out of Office, select the File tab within the top-left corner. Beside Automatic Replies, select Turn off. If you previous specified a start and end time for your Out of Office, it will be enabled and disabled automatically.
Create an Outlook Message Signature
- In Outlook, open a new email message.
- On the Message menu ribbon, select Signature > Signatures.
- Under Select signature to edit, choose New, and in the New Signature dialog box, type a name for the signature.
- Under Edit signature, compose your signature.
- Under Choose default signature, set the following options for your signature (click on the drop down box to select the signature to use, or none):
- New messages
- Replies/forwards
- Click OK to save your new signature.
Self-Service Password Reset
Forgot your computer or Workday login password? Reset your password now with the self-service password reset on a mobile device or computer.
- Open a web browser and go to https://ontarioca.okta.com/.
- Click on the link for ‘Need help signing in?’
- Click on ‘Forgot password?’
- Choose between Reset via SMS (text message to your mobile device) or Reset via Email.
- Answer the security question correctly and then change your password.
Staff can easily add network printers to their computer by using our Printer Installer webpage.
- Open Google Chrome and go to https://printers.ontario.ad/.
- If you get a message to add the Printer Install extension, click on the Install button.
- On the Printer Portal page, select the location on the left navigation screen for printers at that respective site.
- Select the printer and click on it; a window will pop-up confirming the printer install.
