The Pothole Report: Bay Area Roads at Risk

  Bay Area cities and counties largely managed to prevent further deterioration of their local street and road networks in 2017, according to The Pothole Report: Bay Area Roads at Risk, released by MTC in late September. The regional average pavement health score has reached 67 points (out of 100) for the second year in a row, reflecting a slow but steady upward trend in which the Bay Area’s average score has climbed four points since 2003. That score puts the overall condition of the region’s roads in the “Fair” category. Whether that score continues to climb to “Good,” or better still, “Very Good,” or whether Bay Area pavements deteriorate to the point where costly rehabilitation becomes necessary, hinges to a great degree on the fate of Senate Bill 1, a landmark state transportation funding bill approved by the state Legislature in 2017. MTC   Next-Generation Clipper® Gets Green Light
At its September monthly meeting, MTC approved a $461 million contract with Cubic Transportation Systems to design and deploy a comprehensive update to the Clipper® transit-fare payment system, which handles payment for more than 21 million bus, rail, light-rail, cable car and ferry trips operated by 22 separate Bay Area transit agencies each month. Innovations include a new mobile app that will allow customers to use their smart phones to reload their accounts and pay their fares, with instant access to recently loaded value. MORE
 
 
MTC   Express Lane Network Expands
The Contra Costa Transportation Authority recently broke ground on a new southbound Express Lane on Interstate 680. Stretching 11 miles from Martinez to Walnut Creek, the lane will connect to MTC’s existing Express Lane between Walnut Creek and San Ramon, providing a continuous 24-mile Express Lane in Contra Costa County between Martinez and the Alameda County border. As is the case elsewhere in the region, carpools and vanpools will use the lane for free while solo drivers will pay a variable fee during prime hours. MORE
 
 
MTC   Housing, Earthquake Bills Among Last Signed, Vetoed by Governor
Governor Brown acted on legislation for the final time on September 30, signing into law five bills that will affect housing production and zoning requirements in the Bay Area, while vetoing two seismic safety bills. MORE
 
 
MTC   Ford GoBike Is a Model for Equitable Bike Share Access
New data show that 20 percent of Ford GoBike registrations are discounted “Bike Share for All” memberships for low-income riders, among the largest share of any bike share system in the country. MORE
 
 
MTC   New Horizon Paper: Toward a Shared Future
MTC’s Horizon initiative is exploring how economic, environmental, technological and political uncertainties may create new challenges and opportunities for the Bay Area over the coming decades. This second perspective paper, “Toward a Shared Future: Strategies to Manage Travel Demand,” proposes eight high-impact strategies for a more mobile Bay Area. The strategies work together to achieve a vision for 2050 where transportation is based on a per-use model rather than on an ownership model, with land use policies supporting active (bicycling and walking) and multi-passenger options. MTC   Sluggish Housing Production Tightens Bay Area’s Housing Crunch

Street Stories: Local Governments Battle Road Repair Backlog
Thanks to the passage of Senate Bill 1 in 2017, repaving projects and repairs are in the works at the city and county level around the region. If Prop 6 on the November ballot passes, however, the new revenue that is funding many of these projects will go away, placing future road repairs at risk.
