Study Session on City Charter Modernization |
|
|
At the Tuesday, Feb. 10, meeting, the City Council held a study session on a potential November 2026 ballot measure to modernize the City Charter.
The proposed amendments are intended to be non-controversial in nature and limited to technical and clarifying changes, including correcting typographical errors, replacing gender-specific terminology, clarifying existing language, revising outdated terminology, improving internal consistency, and aligning the Charter with State law and current City operational practices. The Council will consider placing a charter modernization ballot measure on the November 2026 ballot at a future meeting this spring.
The Council is anticipated to consider more substantive amendments to the City Charter in 2028.
For more details, view the Study Session Memo and watch the meeting.

Celebrating Black History Month in Mountain View |
|
|
On Tuesday, Feb. 10, the Mountain View City Council proclaimed February 2026 as Black History Month in Mountain View. The proclamation says, in part, “inequality and injustice still linger in our cities, states, and country, and it should be the aspiration and responsibility of every resident to advance the American ideals of life, liberty, and the pursuit of happiness for all. We honor the contributions of Black residents who have enriched our community through their leadership, service, and cultural contributions.”
Celebrate Black History with the Mountain View Public Library by attending special programs and borrowing books and media that highlight the achievements, experiences, and culture of Black Americans.
On Thursday, Feb. 12, feminist philosopher Dr. Lindsey Stewart will present a discussion of her latest book, The Conjuring of America: Mojos, Mermaids, Medicine, and 400 Years of Black Women’s Magic. Drawing from her research, Dr. Stewart will uncover the real magic Black women used—their herbs, food, textiles, song, and dance—to sow rebellion, freedom, and hope across generations.
Award-winning journalist, DJ, community activist, and professor Dave “Davey D” Cook will visit the Library on Wednesday, Feb. 18, to present a talk on Hip Hop’s role in political movements. Davey D will examine how artists and activists use music to challenge injustice, mobilize voters, and redefine political engagement in the digital age, ensuring the culture remains a powerful force for systemic change.
Drop by the Children’s Room and the second floor to browse displays honoring Black History Month. Visit the Library’s catalog for curated booklists for youth and adults.
