City Council Focuses on “Quality over Quantity” for Future Work Plan Projects |

At the Tuesday, Feb. 25 meeting, the Mountain View City Council unanimously reaffirmed the seven Council Strategic Priorities. These strategic priorities are Community for All, Intentional Development and Housing Options, Mobility and Connectivity, Sustainability and Climate Resiliency, Livability and Quality of Life, Economic Vitality, and Organizational Strength and Good Governance.
The Council also discussed 17 potential projects for Fiscal Years 2025-26 and 2026-27 Council Work Plan. The two-year work plan establishes the Council’s top-priority initiatives, which contribute to achieving the seven strategic priorities.
With a focus on “quality over quantity,” the Council advanced 16 potential projects for further consideration. Over the next two months, staff will analyze the proposals while Council advisory bodies provide input. The proposals range from developing a strategy to facilitate low- and middle-income home ownership to completing funding agreements and beginning engineering for the Steven’s Creek Trail extension.
The Council will make a final project prioritization and selection at the Tuesday, April 22 Council meeting.

Black History Month Proclamation |

The Mountain View City Council has proclaimed the month of February 2025 as Black History Month in Mountain View.
As the proclamation states, “[T]his observance affords a special opportunity for all to become more knowledgeable about Black heritage and to honor the many people of African descent who contribute to the progress of our nation and of our community… [S]uch knowledge can strengthen the insight of all of our residents regarding issues of human rights, the great strides that have been made to eliminate the barriers to equality for all ethnic groups, and the continuing struggle against racial discrimination.”

Rengstorff Park Aquatics Center Soft Opening |

The City of Mountain View is excited to share that the new Rengstorff Park Aquatics Center is ready to welcome the community for a soft opening starting next week. Beginning on Monday, March 3, all current City aquatics programs—including Lap Swim and Drop-In Water Exercise—will transition to the new Rengstorff Park Aquatics Center at their regularly scheduled times.
Stay tuned for details on a grand opening celebration, which will be announced soon. The City appreciates the community's patience and support throughout the construction process.

Building Electrification Update |

As part of the City’s ongoing efforts to achieve building decarbonization goals by 2045 and align with regional actions by the Bay Area Air Quality District to prohibit the use of natural gas furnace and water heater appliances by 2027, the City has adopted new regulations to support the transition from gas to electric-powered buildings.
The following clarifies an article published in the Feb. 12 edition of City Hall Connection: Existing gas water heaters and furnaces may still be used until the end of their operating life. Newly installed water heaters and furnaces will need to be electric starting in 2027 and 2029, respectively, as the Air District rule will prohibit the sale of natural gas heating equipment in the Bay Area.
There are two initiatives currently underway to support permits for building electrification:
- Silicon Valley Clean Energy provides rebates of up to $2,000 ($500 per circuit/equipment) for prewiring existing single-family homes and multi-family homes of four dwelling units or fewer. For more information, visit SVCE Rebates.
- The City of Mountain View is launching a Cool Block Mountain View cohort in 2025, which will assemble neighborhood groups to collaborate on multiple sustainability goals such as home electrification. To participate, visit Cool Block Mountain View.

Mountain View Public Library cardholders can now access PressReader, a powerful online platform that provides unlimited access to thousands of newspapers and magazines worldwide in more than 60 languages.
With 51.2% of Mountain View’s population speaking a language other than English at home, the inclusion of PressReader as one of the Library’s free online resources supports the City Council's “Community for All” strategic priority by making worldwide publications easily accessible for every resident, regardless of language or country of origin.
PressReader also facilitates on-the-go reading. Residents may download the app and create a free account so they can follow their favorite publications, download issues automatically for offline browsing, and print and share articles.
This powerful platform provides same-day publication and issues going back as far as 60 days. Searchable by country, title and date, customers can stay updated on news from home and beyond. Customers may access PressReader without a library card if they use the public computers or are connected to the Library’s Wi-Fi. Customers who wish to access PressReader outside the Library may login with their library card.

- The line cuts off at 3 p.m. sharp. Avoid peak wait times by visiting between 9 a.m. – 2 p.m. if possible.
- Limit of five bags or banker boxes per household. Small paperclips, staples, spiral notebooks and rubber-bands are acceptable.
- Remove paper from heavy binders or binder clips to prevent damage to the shredding equipment.

Moffett Boulevard Precise Plan Workshop |

The public is invited to a workshop to discuss potential land use alternatives for the City’s Moffett Boulevard Precise Plan.
Monday, March 3 6 - 8 p.m. German International School, 310 Easy St.
The Precise Plan expands on the 2030 General Plan vision, and will include new goals, policies, and regulations for private development and street improvements, and implement requirements of the 2023-2031 Housing Element. The workshop will include an overview of the project and give participants time to provide input on potential land use alternatives.
Child care (ages 3 and above) and light refreshments will be provided. Interpretation services will also be available. A meeting agenda and additional materials for the workshop will be available on the City’s Moffett Boulevard Precise Plan at MountainView.gov/moffettblvd.

Active Transportation Plan Community Workshop |

The City of Mountain View is hosting an Active Transportation Plan Community Workshop.
Wednesday, March 5 6 - 7 p.m. Mountain View City Hall, Plaza Conference Room, 500 Castro St.
This is part of the Active Transportation Plan, an effort to update our bicycle and pedestrian-specific plans, bring them together, and consider ways in which we can help create green, biodiverse streets in Mountain View.
The workshop will include an overview of the process to date, the maps under consideration, and a final review of scoring criteria for future pedestrian and bicycle projects. More details can be found at MountainViewATP.com.
The meeting will be hybrid. Participants are welcome to attend at Mountain View City Hall or online at MountainViewATP.com. After a short presentation, there will be time for group questions and comments.

2025 Spring and Summer Activity Guide |

Starting 9 a.m. Saturday, March 1, residents can register for spring and summer camps and activities.
Registration for non-residents opens at 8:30 a.m. Monday, March 17.

Earn a High School Diploma and Career Certificate Online |

The Mountain View Public Library offers a Career Online High School Program, which provides adults with the opportunity to earn a high school diploma and career certificate over 18 months. This self-paced online program can help jumpstart careers and open new opportunities.
Since the program was introduced in 2020, nine people have successfully graduated and continue to develop their potential. Currently, eight more learners are making excellent progress towards their goals.

Annual Water System Flushing Program |
|
|
The City of Mountain View’s annual water system flushing program is currently underway. Flushing will occur throughout the city and is scheduled to be completed by the end of May. The City will post signs in affected neighborhoods prior to flushing.
To maintain the high quality of Mountain View's water, staff flushes the system once a year. Flushing is the process of cleaning or scouring the interior of the mains (pipes) by flowing water at high velocity through the mains to remove sediment. This process also discharges water that becomes “stale” after remaining in the water mains for an extended period.
Flushing accounts for only 0.5% of overall water use in Mountain View. However, the City is constantly working to minimize water loss and identify opportunities and technologies that will help save and reuse the water used in the flushing process.
