Employment Training Panel (ETP)
The Employment Training Panel (ETP) is a state program that helps California businesses fund employee training to stay competitive. Funded by a tax on employers, ETP provides financial support for vocational training, with a focus on businesses facing out-of-state or global competition. The program is performance-based, meaning businesses are reimbursed only after employees complete training and retain well-paying jobs. Since 1982, ETP has reimbursed over $1 billion to more than 80,000 businesses. Small businesses and those in high-unemployment areas may qualify for additional incentives. Employers co-fund training for existing workers, and ETP also supports training for unemployed individuals.
