Elevate MV Guaranteed Basic Income Pilot Program Update |
|
The City of Mountain View is now more than halfway through Elevate MV, a guaranteed basic income pilot program. The pilot program gives direct cash payments of $500 per month to 166 randomly selected applicants who were determined to be eligible extremely low-income Mountain View residents. The payments will elevate these families' basic income to provide more financial security.
Data about the program is released quarterly through the pilot cycle that continues through December 2024. The data shows aggregate spending and includes all non-cash expenditures from the participants' pre-paid debit cards loaded with monthly payments. The new data shows that retail sales and services continue to account for the vast share of spending at 43%, followed by food and groceries at 38%. Additional categories represented in the spending breakdown include transport-related expenses at 7%, and housing and utility expenses at 5%.
Through unrestricted financial assistance, Elevate MV participants have been empowered to spend their payments in ways that best meet their needs. The dashboard helps promote transparency and community awareness of the pilot and how the program participants are using direct cash payments.

The City recently launched Collaborate Mountain View, an interactive digital space for our diverse community to share ideas, discuss important topics, and provide feedback on policies and plans that will help shape Mountain View’s future.
This exciting new way to engage with the City is an all-in-one public participation platform to manage everything from consultation to collaboration. It makes it more convenient for everyone to provide feedback and work with the City on initiatives that interest or impact them.
Projects currently on the site include:
- Parks and Recreation Strategic Plan,
- Pickleball Study, Design and Construction Project, and
- Earth and Arbor Day Photography Contest.
Although the City continues to offer many ways for the public to participate in our programs, from public meetings to community workshops, this new platform puts all feedback opportunities in one place, making it more efficient for busy people to have their say and the City to understand community needs.
