City Annual Update Presents
"The Mountain View of Tomorrow"

The Mountain View Chamber of Commerce and the City of Mountain View are set to host the 2024 City Annual Update on Friday, March 22.
With a theme of "The Mountain View of Tomorrow," Mayor Pat Showalter and City Manager Kimbra McCarthy will highlight the City's progress made on major initiatives, including developments in Downtown, enhancement of the City's parks and infrastructure, and serving the most vulnerable in our community.
Ticket sales have ended for the event. However, the public will be able to watch a recorded version of the 2024 City Annual Update on the City's YouTube channel and on Mountain View City Television, Comcast cable channel 26, at a later date. DevelopmentPermits.MountainView.gov is a comprehensive resource on permits, development requirements, and the corresponding review process.
The new site currently offers information on single-family home improvement permits and common permits for new businesses. Over the next year, the site’s content will expand to include the full spectrum of development project types.

Neighborhood Grant Program |

Applications are being accepted for the 2024/25 Neighborhood Grant Program. Every year, the Council Neighborhoods Committee (CNC) awards grants to maintain and improve neighborhoods by supporting activities that bring neighbors together and encourage participation. The grants provide financial support to encourage groups to form new neighborhood associations, as well as to support existing associations with funding for neighborhood events. These activities provide opportunities to know your neighbors and promote a sense of community.

Pickleball Study Community Meeting

|
|
The City's Public Works staff will host an in-person community meeting to gather more input and feedback as part of the Pickleball Study, Design & Construction Project.

The feedback received from the community meeting and an online survey will be used to review feasibility and assess potential court locations, identify amenities and develop a recommendation to the Parks and Recreation Commission this spring, followed by City Council in the future. Celebrate Diversity at the
Multicultural Festival on March 23

|
The City will host the Multicultural Festival, which recognizes the cultural diversity of the Mountain View community and encourages residents to share, learn and understand people of all cultures, talents and beliefs.
Saturday, March 23 11 a.m. - 2 p.m. Civic Center Plaza
The event is free to the public and will feature community resource tables, crafts, games, food and live performances representing a variety of international cultures.
Should the forecast call for inclement weather, the event will be cancelled.

There is still time to take part in the City of Mountain View's latest Chinese Language Civic Leadership Academy:
Wednesdays, April 17 - June 5 5:30 p.m. - 8:30 p.m. Location will vary according to topic
The Chinese Academy is a free, eight-week-long program for Chinese-speaking Mountain View residents. The program is designed to improve participants’ understanding of local government and City services.
Through the program, participants are encouraged to increase their civic engagement, leadership and volunteerism in the community. The Academy also prepares individuals to serve on City Council advisory bodies and committees.

Midyear Budget Update Projects Positive Balance, but Possible Future Economic Slowdown Looms |

The Fiscal Year (FY) 2023-24 Midyear Budget Status Report (Report) was recently presented at the Feb. 27 City Council meeting.
Midway through the fiscal year, staff is projecting General Operating Fund (GOF) revenue of $182.4 million, which is slightly higher than the Adjusted Budget amount of $181.0 million. Including estimated budget savings, operating expenditures are estimated at $169.8 million, $2.7 million (1.6%) below the Adopted Budget and $5.5 million (3.1%) below the Adjusted Budget. The GOF is currently estimated to end the fiscal year with an operating balance of $3.6 million, after transfers to fund the City’s liabilities.
The City is still analyzing projected revenues and expenditures for FY 2024-25. However, staff is currently projecting a GOF operating balance of $185,000 for FY 2024-25. As comparison, in June 2023, staff was projecting an operating balance of $5.1 million for FY 2024-25.
As part of the City’s initiative to provide additional transparency on the City’s budget, two new items were released this year, the City’s budget video (which can be found here) and the Budget in Brief document (which can be found here). Both items help increase transparency of the City’s budget process, provide concise information and offers readers an alternative method of receiving budget information.
The next budget update will be provided at the June 11 City Council meeting when a public hearing will be held on the FY 2024-25 Recommended Budget. A major theme of the FY 2024-25 Recommended Budget will be the “Mountain View of Tomorrow." Creating additional, ongoing revenue is essential to bring the Mountain View of Tomorrow to fruition. Over the next few months, the City Council will be discussing the potential for a revenue measure to be placed on the November 2024 ballot.

The Recreation Division will be hosting its annual Volunteer Fair and those interested in volunteering will meet with local organizations to learn about volunteer opportunities and their services. This event is open to all. Stop by, get involved and make a difference!

This April, "Music on Castro" returns to Downtown Mountain View! Every Wednesday, singer/songwriters will perform live music. The community can come out to enjoy the free entertainment while shopping and dining downtown. Performances are currently scheduled on the 200 block of Castro Street.

Earth and Arbor Day Photography Contest |

|
The City of Mountain View has launched a photography contest for its first joint Earth and Arbor Day Celebration! The Mountain View Earth and Arbor Day Photo Contest is open to all Mountain View community member amateur photographers, including people who live, go to school and work in Mountain View, and their families.
This year’s theme is “Rooted in Our Environment.” Images should depict the beauty, biodiversity and resilience of the environment in and around our City. Examples include photos of trees, plants, animals and people interacting with the environment, either up close or from afar.
Earth and Arbor Day Photography Contest Deadline: April 10, 2024 5 p.m.
The top three winners will be decided by a panel of three photography and art teachers, and one Voters’ Choice winner will be decided by public vote on Collaborate Mountain View. Winners will receive special prizes according to age category and award placement. The awards ceremony will be held at the Earth and Arbor Day Celebration in the Mountain View Community Center on Saturday, April 20.

Rengstorff Park Aquatics Center
Project Update

The new Rengstorff Park Aquatics Center continues to take shape, with construction scheduled for completion this spring, and the opening anticipated for this summer.
Construction of this new facility, which began in May 2022, will feature an 8,200-square-foot building with a multi-purpose room, locker and shower facilities, and staff office areas. The two pools include a 25-meter by 25-yard lap pool and a separate recreation pool with water toys, a water slide and four-shallow 25-yard lap lanes.
Concrete site work is ongoing, requiring the closure of the adjacent tot-lot playground to ensure safety. It is anticipated to re-open by the week of April 8 when the pathway and site work construction is completed.

Free Eclipse Glasses Are you planning to view the solar eclipse on Monday, April 8? Safely watch the moon cross the sun with a pair of eclipse glasses from the Library! Eclipse glasses are available for free on a first come, first serve basis at the Customer Service, Children's Room and second-floor desks. You can also pick them up on the bookmobile.
Free Tax Preparation Assistance Receive free tax preparation help at the Library every Tuesday and Saturday through April 13. This service is provided by IRS-certified volunteers and is available to households with a 2023 income of $64,000 or less. Bring the Social Security Card or ITIN for each person on your tax return including yourself, your spouse, children and/or adult dependents. Help is provided on a walk-in basis only.
