REVISED NOTICE OF RESCHEDULED PUBLIC HEARING NOTICE OF Public HEARING on THE FINAL SUPPLEMENT TO THE 2007 COUNTYWIDE PLAN EIR for the 2012 DRAFT MARIN COUNTY HOUSING ELEMENT, and the merits of the 2012 DRAFT MARIN COUNTY HOUSING ELEMENT, Marin Countywide Plan Amendments, Marin County Development Code Amendments, AND ZONING MAP AMENDMENTS. ThIS NOTICE SUPERSEDES THE PREVIOUSLY PUBLISHED NOTICE FOR THIS AGENDA ITEM. tHE HEARING HAS been RESCHEDULED from september 10, 2013 TO sEPTEMBER 17, 2013. NOTICE IS HEREBY GIVEN that a public hearing will be held by the Board of Supervisors on September 17, 2013 at 1:30 pm at the Board of Supervisors Chambers (Suite #330 – Administration Building) Civic Center, San Rafael, California. This rescheduled hearing date replaces the previously noticed public hearing of September 10, 2013. The subject of the hearing will be the Planning Commission recommendations pertaining to the Final Supplement to the 2007 Countywide Plan Environmental Impact Report for the 2012 Draft Marin County Housing Element (Final SEIR), project merits of the 2012 Draft Marin County Housing Element, amendments to the Countywide Plan related to housing, Zoning Map amendments and Development Code amendments related to housing, definitions, and development. The recommended Board of Supervisors action will be to consider certification of the Final Supplement to the 2007 Countywide Plan Environmental Impact Report for the 2012 Draft Marin County Housing Element (Final SEIR), adoption of the Housing Element, and approval of the other amendments. This notice and the new hearing date are intended to insure that adequate notice has been provided to owners of specific properties affected by the recommended Countywide Plan and zoning amendments, neighboring property owners and interested members of the public. The new hearing date also provides a limited amount of additional time for members of the public to provide input prior to the rescheduled September 17, 2013 hearing. The environmental impacts of the above actions are being considered in a Final Supplemental Environmental Impact Report (Final SEIR) to the Marin Countywide Plan. The Final SEIR evaluates the proposed project, which addresses the 2007-2014 cycle of the Housing Element amendments, as well as evaluating additional sites for possible inclusion in the 2014-2022 housing element cycle. The Board of Supervisors will conduct a hearing on September 17, 2013 to review the Final SEIR for the 2012 Draft Housing Element and consider certification. The Board of Supervisors will consider the 2012 Draft Marin County Housing Element which consists of several main sections, each of which addresses a major subject area, including a review of constraints on housing development, an inventory of potential housing sites, and a set of policies and programs to support housing at all income levels. The Housing Element and related materials can be viewed at www.marincounty.org/HousingElement. There are 16 sites included in the Inventory for the 2007-2014 housing element planning period; the sites are located within the city-centered corridor except for one in Point Reyes Station. The Board of Supervisors will consider the following County-initiated amendments to the Zoning Map to rezone certain properties named in the Draft Housing Element to add an Affordable Housing Combining District. The district would allow affordable housing to be developed at up to 30 units per acre on the limited acreage identified for the property. Sites are identified in Figure III-15 on page III-35 of the Draft Housing Element, and identified in the Site Inventory (Figure IV-6). In addition, the Board of Supervisors will consider the following County-initiated amendments to the Zoning Map. Marin Housing Authority (MHA) has requested Countywide Plan land use designation and zoning district amendments on three MHA properties to reflect the existing residential density. Although each of the three properties is already developed, the existing residential uses are not consistent with the Countywide Plan designations and zoning districts. MHA is not pursuing any new development on these properties. The purpose of amendments would be to rectify the current legal non-conforming status that could present a barrier for future refinancing.
