1. MarinKids Presentation on New Action Guide
Preview
At the request of Supervisor Kinsey, the Board will hear a presentation from the MarinKids organization on their new Action Guide, which provides a look at how Marin’s children and youth are faring on key indicators of academic performance, access to healthcare and childhood obesity. MarinKids is an organization that advocates for the general welfare of all children and youth in Marin County from birth to 18 years of age.

2. Interim County Counsel Appointment
Preview
The Board will consider the appointment of Steven Woodside as the interim County Counsel for the remainder of the current fiscal year ending on June 30, 2012. Mr. Woodside is a very experienced County Counsel, having previously served as County Counsel for Santa Clara County (1989-1998) and Sonoma County (1999-2010). Since graduation from UC Berkeley School of Law, his law practice has focused on advising and representing local government entities.

3. California FIRST Property Assessment Clean Energy Program
Preview
The Board will consider authorizing the County to join the CaliforniaFIRST Program, which would provide financing for local property owners to install renewable energy, energy efficiency and water efficiency improvements on their property. If a property owner chose to participate, improvements would be financed by contractual assessments on their property. If adopted by the Board, the Marin Energy Authority would serve as the program liaison for the County.

4. Living Wage Ordinance Update
Preview
Marin County implemented its current Living Wage Ordinance (LWO) in 2002, which requires County contractors and subcontractors to provide their workers with sufficient income to meet basic needs. Because the Bay Area Consumer Price Index (CPI) increased by 3.2% over the past year, staff is recommending an increase in the living wage from $10.05 to $10.35 per hour for those employees with benefits, or from $11.55 to $11.90 for those without benefits.

5. Appropriation of Tax Proceeds
Preview
In 1979, voters approved Proposition 4, otherwise known as the Gann limit, which limits the growth in annual spending by state and individual local governments. Per the requirements of this measure, the Board will consider adopting a resolution determining the Fiscal Year 2012-13 appropriations of tax proceeds pertaining to the County and some special districts.

6. Electric Vehicle Charging Stations Update
Preview
In May, 2011, the Board approved an electric vehicle charging station (EVCS) pilot program that included funding agreements to install three EVCS at three different County public facilities. County staff will provide the Board with an update on how the program has been operating.
