At 8:30am, the Board will hold a workshop to consider potential allocations of one-time funds towards various community needs as identified by the Board.

2. 50th Anniversary of Marin County Civic Center
At the request of Supervisor Sears, the Board will consider adopting a resolution recognizing the 50th Anniversary of the Marin County Civic Center, which was designed by world-renowned architect Frank Lloyd Wright.

3. 50th Anniversary of Civic Center Library
At the request of Supervisor Adams, the Board will consider adopting a resolution recognizing the 50th Anniversary of the Marin County Civic Center branch of the Marin County Free Library.

4. Accommodation on Retirement of Law Library Director
At the request of Supervisor Rice, the Board will consider adopting a resolution commending Marin County Law Library Director Hal Aigner upon the occasion of his retirement.

5. Discussion of Propositions 32, 39, and 40
On September 25th, the Board took support positions on several upcoming November ballot measures (See item 10, below). Per the Board’s request, staff will bring forward additional details on Propositions 32, 39, and 40 so that they can determine if they will take any positions on these three measures.

6. Interviews/Appointment for Assessment Appeals Bd #2

7. Countywide Plan Amendment
On September 11, 2012, the Board approved an amendment to the 2007 Countywide Plan that included minor grammatical changes, updates to flooding and land use maps, new language to further explain the role of community plans, and other minor changes. Per the Board’s request, County staff will be providing additional information regarding proposed changes to three policies related to affordable housing.

8. Local Coastal Program Amendments
The Board will review and consider various amendments to the Local Coastal Program that were recommended by the Planning Commission, as well as additional alternatives to Agriculture, and Biological Resource policies.

Reviews – Wrap Up of the last Board meeting on September 25th:
9. Board Supports State TRUST Act
At the request of Supervisor Kinsey, the Board took a support position on Assembly Bill 1081, otherwise known as the TRUST Act, which would set limits for local responses to requests for participation in the federal Secure Communities deportation Program.

10. November State Ballot Initiatives Discussion
This November’s statewide election ballot will contains 11 initiatives on a range of public policy issues. After hearing a staff presentation and receiving public input, the Board voted to support propositions 30 (Governor’s tax measure), 34(repeal of death penalty), 36(reform of Three-strikes law) and 37(genetically modified food labeling). The Board also voted to oppose Proposition 38 (“Munger” initiative). The Board also directed staff to return on October 2nd with more information concerning Propositions 32, 39, and 40.

11. Appointments Made for Various Commissions

12. Changes to Public Health Lab Services
After hearing public and staff testimony, the Board authorized implementation of a new shared services model for the provision of Marin’s Public Health Laboratory services with the Napa-Solano-Yolo County Public Health Laboratory. As part of their action, the Board also directed staff to provide future bi-annual reports that would include monitoring and water testing requirements. This new shared services model has been designed to provide stable long-term lab services at less cost than the County’s current model.
