Recap: Civilian Oversight Commission Regular Meeting - April 13, 2026
The Civilian Oversight Commission held a public meeting on Monday, April 13, in Suite 143D of the Marin County Civic Center, with participation available both in person and via videoconference.
Call to Order and Initial Actions
The meeting opened with the call to order, followed by public comment on non-agenda items. Commissioners then approved the March 9, 2026, meeting minutes.
Announcements and Ad Hoc Subcommittee Reports
The Commission heard updates on several topics, including an update on the hiring of an Inspector General, a report on Community Outreach and Engagement, a report on Bylaws and Code of Conduct, and the Training Curriculum.
- Inspector General: Staff reported that the candidate continues to participate in the background check process, which they anticipate will conclude this week or next week, at which point the conversation will shift to determining the candidate's employment start date.
- Community Outreach & Engagement: The subcommittee revised the draft Community Outreach and Engagement Plan and determined that the subcommittee will go on hiatus until the Inspector General is appointed.
- Bylaws & Code of Conduct: At its March 24 meeting, the Subcommittee finalized its review of the Draft Bylaws, initiated review and proposed revisions to the Draft Code of Conduct, and will reconvene in late April to consider a second draft.
- Training Curriculum: The subcommittee incorporated revisions from the full Commission received at the March 9 meeting and shared the updated draft with the Sheriff’s Office for review. The subcommittee also recommended that NACOLE-led trainings be incorporated into regular full Commission meetings when appropriate. It then recommended going on hiatus until the Inspector General is appointed.
Automated License Plate Readers
The Commission discussed the approach and timing for a potential Commission review of the use of Flock Safety Automated License Plate Readers (ALPR). After hearing public comment and engaging in discussion, Commissioners requested that staff return at the May meeting with an informational update to further inform Commissioners on this topic.
Training
The Commission received an overview from the National Association for Civilian Oversight of Law Enforcement (NACOLE). The session traced the history/evolution of oversight in the U.S., and described the models of oversight. The NACOLE presentation is available on the Commission webpage.
Closing and Next Meeting
The Commission adjourned at the conclusion of the agenda. The next Commission will be on Monday, May 11, 2026. The meeting agenda for the next regular meeting will be posted to the Civilian Oversight Commission webpage at least 72 hours prior to the meeting.

Anuncios e informes de los subcomités Ad Hoc

- Estatutos y Código de Conducta: En su reunión del 24 de marzo, el Subcomité finalizó su revisión del borrador de los Estatutos, inició la revisión y propuso revisiones al borrador del Código de Conducta, y volverá a reunirse a finales de abril para examinar un segundo borrador.
- Plan de formación: El subcomité incorporó las revisiones de la Comisión en pleno recibidas en la reunión del 9 de marzo y compartió el borrador actualizado con la Oficina del Sheriff para su revisión. El subcomité también recomendó que las formaciones dirigidas por la NACOLE se incorporen a las reuniones ordinarias de la Comisión en pleno cuando sea apropiado. A continuación, recomendó suspender sus actividades hasta que se haya nombrado al Inspector General.
Lectores automáticos de matrículas
La Comisión debatió el enfoque y el calendario para una posible revisión por parte de la Comisión del uso de los lectores automáticos de matrículas (ALPR) de Flock Safety. Capacitación
