Recap: September 15, 2025 Civilian Oversight Commission Meeting

Civilian Oversight Commission held a public meeting on Monday, September 15, at the Marin County Civic Center to continue its work to support and bolster trust between the community and the Marin County Sheriff’s Office through openness, fairness, and accountability.

Call to Order

The meeting was called to order by Commissioner Sara McEvoy and the Commissioners voted to appoint Commissioner Tom McInerney to serve as Chair Pro Tem.

Public Comment

Community members were invited to provide comment on items not listed on the agenda.

Making Appointments to Leadership Positions

The Commission discussed using a structured process to support the Commission’s leadership appointments. After consideration, Commissioners discussed qualities they sought in a Chair and Vice Chair. The Commission then appointed Commissioner Dr. Gina Fromer to serve as Chair.

Commissioners identified prospective candidates for Vice Chair, and three candidates spoke briefly regarding their qualifications and interest in the role. After public comment, the Commission appointed Commissioner Sara McEvoy to serve as Vice Chair.

Minutes

Commissioners approved the meeting minutes from the August 25th meeting.

Setting the 2025-2026 Meeting Schedule

Commissioners discussed and adopted their 12-month calendar. They also discussed meeting locations and reiterated their request for video conferencing options for the meeting.

Inspector General Recruitment Update

An Ad Hoc Hiring Subcommittee (Linda Cieslak Sandoval, Sara McEvoy, Solange Echeverria) shared that they met last week with County Human Resources staff about the recruitment process for the new position of Inspector General. Recruitment is expected to take four to six months for the leader of the new Office of the Inspector General, a role that will provide staff support to the Commission.

Development of a Commission Workplan

Commissioners received a high-level overview of a proposed framework for the Commission’s first-year workplan, including key priorities, major tasks outlined in Ordinance 3824, and potential structures such as timelines and the use of ad hoc subcommittees or full-Commission work.

After public comment, Commissioners emphasized the importance of community engagement and consensus-building, discussed holding listening sessions, developing draft bylaws and a code of ethics, forming subcommittees to address complaint processes and community outreach, and considered a community-led approach with opportunities for public input before the next meeting. Following discussion, the item was continued to the next meeting for further consideration.

Closing and Next Meeting

The Commission adjourned to its next scheduled meeting on October 20, 2025. The meeting agenda will be posted to the Civilian Oversight Commission webpage at least 72 hours prior to the meeting.
