Implementation of AB 2902 and AB 2346

Recent legislation was enacted to provide jurisdictions with additional options for complying with the recovered organic waste product procurement requirements in 14 CCR Section 18993.1.

AB 2902 (Wood, 2024) was enacted to give rural jurisdictions an additional 10 years to comply with organics collection and procurement requirements.

AB 2346 (Lee, 2024) was enacted to provide jurisdictions with:

  • Added flexibility for adjusting procurement targets
  • Expanded recovered organic waste products that are eligible procurement options

To provide jurisdictions with a pathway for taking advantage now of these new options and flexibility, CalRecycle will be developing guidance to assist jurisdictions. This guidance will be developed in the next couple of weeks and a notification will be sent out to stakeholders.

Should you have any questions in the meantime, please contact the SLCP inbox at: SLCP@calrecycle.ca.gov or your CalRecycle Local Assistance liaison.
