TIME EXTENSION: COVID-19 Public Assistance Projects Closeout Submission Deadlines and Guidance

Good morning,
On August 7, 2024, FEMA’s Chief Financial Officer implemented the Immediate Needs Funding (INF) guidance. As a result, all new obligations that are not essential for lifesaving and life-sustaining activities are paused, including all COVID-19 project obligations under DR-4482. Since project obligation is a prerequisite of closeout, FEMA is issuing an additional extension to the closeout submission deadlines.
The deadline for closing small projects will extend 90 days from the date INF guidance is lifted (FEMA currently anticipates INF lifting October 1, 2024). Cal OES will release additional guidance once the INF is lifted, and actual deadlines are established.
The new, projected closeout submission deadlines for both small and large projects are detailed in the table below:

Please be advised that FEMA may issue additional closeout guidance including streamlining strategies and measures to expedite project closeout as we continue to move forward. Your cooperation and collaboration are greatly appreciated as we work together to reach these milestones.
As a reminder, we strongly encourage Subrecipients to ensure all project cost documentation is uploaded to Grants Portal even if the project is not yet obligated. This will ensure an expedited closeout review upon obligation and initiation of project closeout.
Assigned Cal OES Disaster Assistance Program Specialist (DAPS) will continue to notify Subrecipients once their projects are available for closeout and provide a Project Completion and Certification Report (P.4) to initiate this process. Please note that P.4s for small projects should not be submitted until all Category B projects within a Subrecipient’s application have been obligated.
