SENT ON BEHALF OF FESIA DAVENPORT, CHIEF EXECUTIVE OFFICER
 Good afternoon, LA County.
I’m writing today with an urgent reminder that the Countywide vaccination policy takes effect today—October 1, 2021. The full policy is available here.
All County workforce members must be fully vaccinated against COVID-19 and must provide proof of full vaccination unless they have been granted an exemption for medical or religious reasons.
Even if you are requesting an exemption, you still need to register on this secure web portal: https://lac.fulgentgenetics.com/.
Registering is easy, and it is very important. Under the policy, employees who are not in compliance will receive a notice informing them of the requirement and steps to take to obtain compliance. The notice will give ample time for the employee to take these steps. Employees who do not reach compliance within the specified time will be subject to discipline in accordance with the policy’s corrective action plan.
I am mindful that County employees in clinical health care assignments are also subject to a vaccination order from the California Department of Public Health that took effect on September 30, as well as orders from the LA County Health Officer. These employees should follow instructions from their departments to ensure compliance with the state and local orders.
More than 80,000 County employees have already registered. If you have not yet joined them, this message is for you: Please don’t delay—do it today.
If you need more information, it is available. Thousands of members of our workforce participated in recent All-Employee Town Halls hosted by the Department of Human Resources to learn about the vaccine and the new vaccination policy.
If you weren’t able to take part in either of these highly informative meetings, I encourage you to review the following videos to help answer any remaining questions you may have:
- August 31 Town Hall on COVID-19 safety and efficacy, facilitated by the Department of Public Health. Please watch it here.
- September 20 Town Hall providing educational information on the vaccine policy and compliance. Please watch it here.
Once you’ve watched, please go to https://lac.fulgentgenetics.com/ to complete your vaccination verification.
The registration process is simple. You’ll need to use a Chrome, Safari or Edge browser, and you can find plenty of helpful information in this user guide. A step-by-step video tutorial is also available on DHR’s COVID-19 Vaccination website.
In compliance with state and federal laws, we also have implemented a process for employees who cannot be vaccinated to request an exemption from the vaccination policy (otherwise known as a reasonable accommodation.) Employees may request an exemption from the policy’s vaccination requirement for the following reasons:
- A medical condition that does not allow an individual to get vaccinated against COVID-19;
- Or a sincerely held religious belief, practice, or observance that conflicts with an individual’s ability to receive a COVID-19 vaccine.
If you intend to request an accommodation, please put in your request as soon as possible. Information about the process is provided at DHR’s COVID-19 Accommodations website. Forms to request an exemption are here: https://employee.hr.lacounty.gov/vaccine-mandate-exemption/.
As I mentioned during the Town Hall on September 20, the goal is not to punish employees for having legitimate concerns or questions about vaccination, but rather to help all employees come into full compliance with the policy.
Thank you for reading this message, and for complying with the vaccination policy by registering here: https://lac.fulgentgenetics.com/.
And as always, thank you for your continued service to the people of Los Angeles County.
