 The City of Los Angeles is now accepting applications for the United to House LA Emergency Income Support Program. Low income earning households with an older adults and/or person with a disability who are renting in the City of Los Angeles are encouraged to apply.
Households impacted by the January 2025 wildfires and other recent community emergencies will be prioritized.

What is the Rise Homes Program?
RISE Homes (Rebuilding Incentives for Sustainable Electric Homes) is a program to help customers rebuild their homes after a wildfire or other natural disaster by providing incentives to rebuild all-electric.
The RISE Homes Program aims to help California meet greenhouse gas emissions reduction goals by incentivizing lower-carbon all-electric rebuilding of homes post-wildfire and other natural disasters. The program provides incentives and support for all-electric rebuilding of residential properties destroyed or red-tagged due to a wildfire or other natural disaster on or after Jan. 1, 2017, in a city, county, or combined jurisdiction that has declared a Local Emergency Proclamation.

Deferred Property Tax Payments Due April 30

If you elected to defer your property tax payments due in calendar year 2025, you may have multiple installments due on April 30, 2026, when the deferral period ends.
If you have not submitted your payment, please ensure that all required amounts are paid on or before April 30, 2026.
If you are unable to pay the full amount, partial payments are accepted.
The Adjusted Secured Property Tax Bill (Adjusted Bill) is now available for making payment to those property owners, who were approved for their Misfortune and Calamity claim or whose property the Assessor’s Office proactively reassessed.

Rebuild Groundbreaking in Sunset Mesa
 On Tuesday, April 21, Los Angeles County Supervisor Lindsey P. Horvath joined community members, builders, and architects to celebrate the ceremonial groundbreaking of the Seaview Homes rebuild effort, marking a major milestone in the recovery from the Palisades Fire.
Located in the Sunset Mesa neighborhood of unincorporated LA County, this ceremonial groundbreaking is the first of 21 homes being rebuilt through the innovative Seaview Homes initiative—a coordinated, community-driven approach designed to make rebuilding more affordable and accessible for wildfire survivors.
By organizing homeowners to rebuild together using standardized designs and shared construction resources, the initiative reduces costs significantly while maintaining high-quality, fire-resilient construction tailored to the neighborhood’s unique coastal setting.
The effort was initially spearheaded by Sunset Mesa residents Francesca Cohn and Glen Beer, who proposed a collective rebuilding model after realizing that rebuilding individually would be financially unfeasible. Their vision brought together Clive Wilkinson Architects and Comstock Homes, who collaborated to design a set of flexible, cost-efficient home plans.
Construction on the first phase is expected to continue through 2026, with completion of the homes projected for Spring/Summer 2027. Additional homeowners are being invited to join future phases of the Seaview Homes project.
REMINDER Tenant-Initiated Rent Relief Applications May Require Updated Landlord Information

The Los Angeles County Department of Consumer and Business Affairs (DCBA) is providing an update regarding the Emergency Rent Relief Program (ERRP) following the recent expansion that allowed tenants to initiate applications.
DCBA is urging tenants who applied for ERRP and their landlords to check their email for an important update sent on Thursday, April 9 from “ProgramNotification@lacounty-rentrelief.com”.
DCBA identified a system error in which some tenant-initiated applications submitted before the March 11 deadline did not result in an automatic email notification to their landlord prompting them to complete the landlord portion of the application. Program criteria require that both the tenant and the landlord complete their required portions of the application for the application to be reviewed.
To ensure a fair and consistent process, DCBA will provide all impacted landlords, who did not receive the automatic email notification and did not initiate the application, the opportunity to complete their portion of the application between April 15 and April 25, ensuring applicants and their landlords have a full opportunity to complete the application for review. The email notification will provide instructions for next steps. Tenants will not be required to resubmit their portion of the application.
In addition, tenant-initiated applications that did not include full contact information for their landlords will be notified and have the opportunity to provide their landlord’s contact information. Those landlords will also be invited to submit the landlord portion of the application.
Take These Steps to Complete Your Rent Relief Application
1. Check your email inbox: Starting April 9, impacted applicants (both tenants and landlords) will get a new email message from the ERRP program.
This email will be sent from “ProgramNotification@lacounty-rentrelief.com” (updated).
NOTE: Landlord-initiated applications were not impacted by this system error. Those applicants will not receive this message.
2. Check all your inboxes: If you believe you are an impacted applicant and don’t see the email in your inbox, check your spam or junk mail folders.
3. Update landlord’s contact information: Tenants who did not provide all their landlords' contact information will receive instructions on how to add the information.
4. Remind your landlord: Tenants who provided all landlord contact information in their application do not have to take any further action. However, you should remind your landlord to look for their email and complete their portion of the application.
5. Update landlord’s portion of the application: If you are a landlord who did not receive previous email notification of your tenant’s application, you will receive two emails: one on Thursday, April 9 (from “ProgramNotification@lacounty-rentrelief.com”) and a second on Wednesday, April 15 (from “no-reply@neighborlysoftware.com”), the latter of which will include a link to fill out your portion of the online rent relief application.
6. Complete application by April 25: Landlords must complete their portion of the application by Saturday, April 25.
This new request for landlord information applies to current tenant-initiated applicants as part of ERRP Round 2 only. ERRP is not accepting new applicants at this time.
In ERRP Round 1, only landlords could initiate an application. Round 1 closed on January 23, 2026. There is no further action required for Round 1 applicants.
Program staff and partners will be providing assistance to help impacted applicants complete their applications. Contact ERRP by phone at 877-849-0770, Monday through Friday from 8 a.m. to 5 p.m. Help is available in multiple languages. You can also get assistance by phone and in-person from ERRP partners.
LAST CHANCE FOR THIS SURVEY Survey For Residents Impacted by the Palisades and Eaton Fires
 The McChrystal Group is conducting a community survey to gather feedback from residents affected by the January 2025 Eaton and Palisades Fires.
The survey invites input from residents who evacuated, experienced property damage, used disaster shelters, accessed debris removal or recovery services, have access or functional needs, sought information about someone in County custody, were unhoused at the time of the fire, or attempted to volunteer or donate. Residents who were not directly impacted are also encouraged to share their observations about the County’s response.
Please complete this survey about your experience with recovery and repopulation efforts during the Eaton and Palisades fires. Your feedback will help LA County improve coordination and disaster preparedness for future emergencies.
The survey takes less than 10 minutes to complete, and responses will be anonymized and used solely to inform improvements to County's disaster recovery and repopulation operations.
The survey will remain open through THIS FRIDAY, April 24, 2026.
SBA Disaster Loan Outreach Center in Pacific Palisades Relocated

The U.S. Small Business Administration (SBA) moved its Pacific Palisades Outreach Center from the Ronald Reagan Post 283 to the Pali Hub, beginning today, Wednesday, April 15.
SBA opened the DLOC to provide personalized assistance to Pacific Palisades residents, businesses and private nonprofit (PNP) organizations affected by wildfires and straight-line winds occurring Jan. 7 – 31, 2025.
Walk-ins are accepted, but in-person appointments can be scheduled in advance.

Every Thursday at a local AJCC, from 1 p.m. - 4 p.m., get in-person access to:
✔ One-on-one support from AJCC staff to explore career pathways and hiring and training services
✔ Eligibility screening and enrollment assistance for the Fire Recovery and Resilience Workforce Program.

 The Disaster Case Management Program (DCMP) is FEMA-funded and provides supplemental Disaster Case Management services to vulnerable populations.

Fire Recovery and Resilience Workforce Program
 The Fire Recovery and Resilience Workforce Program provides immediate hiring and training support for impacted and dislocated workers from the January 2025 windstorms and wildfires in partnership with LA County Department of Economic Opportunity (DEO) and the region’s America’s Job Centers of California.

Regional “Shop Local. Dine Local. Recover Local.” Campaign and Gift Card Supports Economic Recovery for Fire Impacted Small Businesses
 Local businesses in or near impacted areas can sign up at shoplocal.la to be included in the Recover Local Business Directory, an online list of highly-impacted businesses.

Help Available for Mortgages
 The expansion of the CalAssist Mortgage Fund program makes available up to a full year of mortgage assistance up to $100,000 that does not need to be repaid. The expansion also allows more families to access this assistance with broader income eligibility.
Under the expanded program, eligible homeowners may receive 12 months of mortgage payments, paid directly to their mortgage servicers. This is a fourfold increase of the program, which previously offered three months of relief. Assistance is available to homeowners who are current on their mortgage, in forbearance, or behind on payments. Families who previously received three months of assistance will be offered additional support, bringing total assistance to a full year.
In addition, the program will now cover up to $100,000 in payments, up from $20,000. This will allow families to take full advantage of the 12-month expansion, offering families major financial relief when they need it most, allowing them to focus their own funds on basic needs, alternative housing, and rebuilding.
The funding is now available to even more survivors. Income limits have increased, so more families can qualify for help. In Los Angeles County, households with a combined annual income of up to $281,400 now qualify. This reflects a $70,000 increase from the previous limit.
The CalAssist Mortgage Fund, administered by the California Housing Finance Agency (CalHFA), was launched to provide direct mortgage relief to homeowners whose primary residences were destroyed or rendered uninhabitable by qualifying disasters.
Applying is free, and funds are paid directly to mortgage servicers and never have to be repaid.
Homeowners are encouraged to apply as soon as possible. Go to the CalAssist website or call 800-501-0019.

Continued Temporary Housing Assistance
If you received rental assistance from FEMA and require further rental assistance while working toward your permanent housing plan, we encourage you to stay in touch with FEMA.
Rental Assistance provides funds to pay a security deposit and rent for a dwelling other than your damaged home. You must continue to work toward a permanent housing plan to remain eligible for Rental Assistance.
The initial rental assistance award, which FEMA pays to the renter, may pay for up to two months’ rent, with incremental three-month extensions up to 18 months from the date of the FEMA disaster declaration (Jan. 8, 2025), if the applicant remains eligible.

 The Rental Housing Habitability Program (RHHP) aims to ensure rental units meet habitability standards, support property values, and provide safe living conditions.
City of Los Angeles Department of Building & Safety Pre-Approved Standard Plan Program
 The Los Angeles Department of Building and Safety (LADBS) implemented the Pre-Approved Standard Plan Pilot Program to support homeowners in the Palisades to rebuild faster, more affordably, and with greater resilience.
These pre-approved Standard Plans are designed and owned by the listed design firms and may be purchased directly from the plan owner.

Palisades Inspections and Permitting Support Center
 The City of Los Angeles has a Palisades Inspections and Permitting Support Center at 16925 Marquez Avenue in Castellammare, open Monday-Friday from 9 a.m.-5 p.m.
This center is designed to serve as a dedicated resource where residents and contractors can receive technical and logistical support from LA City Departments throughout the rebuilding process in the Palisades community.
Ongoing support remains available at the One Stop Rebuilding Center, located at 1828 Sawtelle Blvd., Los Angeles, CA 90025, Monday-Friday, 9 a.m.-5 p.m.

The City of Malibu has a Fee Waiver Program to help property owners affected by the recent fires. The program eliminates City planning and building permit fees for like-for-like, owner-occupied homes and duplexes.
The County of Los Angeles Board of Supervisors approved deferring and refunding specified permit fees for qualified City of Malibu homeowners who submit applications for County permits for rebuilding single-family homes impacted by Palisades Fire.
eCheck AI Pilot is Part of “Express Lane” for Faster Rebuilding
 The eCheck AI Pilot is one way residents can accelerate the approval process, along with opting for a pre-approved plans and a Like-for-Like Rebuild.
Here’s how residents can participate in the eCheck AI Pilot:

This is a completely voluntary pilot; it is not required as part of the existing Plan Check application process.
Sheriff's Construction Check Program Available From Altadena Station
The Los Angeles County Sheriff’s Department Altadena Station has a free Construction Check Program, to provide regular courtesy checks to help prevent theft, vandalism, and trespassing during the rebuilding process.
What the checks include: • Increased patrols in construction areas • Inspections for unlocked doors or windows • Checks for signs of forced entry or suspicious activity • Immediate follow-up if concerns are found

Assistance Available for Food, Housing, and Other Needs
Please know that there are local resources and community efforts to support you. Whether the assistance needed is temporary or long-term, do not hesitate on locating assistance as soon as possible.
LA County has a network of 940 food pantries in place across the County coordinated by the Los Angeles Regional Food Bank.
For food assistance, people can visit their local food pantry or find one near them by checking here or visiting www.211la.org or calling 2-1-1.
211 is also helpful for finding assistance with housing and other needs.
A Dashboard to Fight Hunger
 The LA County Chief Sustainability Office (CSO) has shared Food Base LA, the new L.A. County food system dashboard launched by USC and the newly created L.A. County Office of Food Systems.
The dashboard informs the development, implementation, and evaluation of interventions to promote food access, nutrition security, and sustainability.
Altadena’s Village Post Office
A Village Post Office is available at Webster’s Pharmacy in Altadena. The postal counter at Webster's accepts mail and package drop-offs, has pre-paid box services, flat-rate mailing supplies, and sells forever stamps.

LACDMH will operate two walk-in centers:

Both centers are open from 9 a.m. to 5 p.m., Monday to Friday, and their hours of operation will be adjusted as needed to meet community needs.
Residents may also call the LACDMH-run Fire Support Line at 833-659-0600 to speak to a mental health professional about mental health-related challenges or concerns.
County residents can also get 24/7 support by calling the Los Angeles County Help Line for Mental Health & Substance Use Services at 800-854-7771; calling or texting the CalHOPE Warm Line at 833-317-4673; or calling or texting SAMHSA’s Disaster Distress Helpline at 800-985-5990.

Environmental Assessment Results Available on Post-Fire Dashboard
 The Los Angeles County Post-Fire Environmental Data Dashboard is updated continually as new assessment results are made available. Residents are encouraged to check the dashboard regularly for updates. Changes are highlighted in the “Latest Updates” section on the homepage.
The Dashboard has results for soil lead testing, blood lead level monitoring, and more.
Free Soil Testing
 Residents in the Palisades Fire burn area and the Eaton Fire burn area can obtain free soil testing, for a limited time. Get more information here.
Residents can drop off soil samples at any time in the outside drop-off container.
Free Testing for Lead
Residents who were near wildfires or burn areas are able to receive free blood lead testing through December 2025 by the following two options:
1. Visit Your Medical Provider. Ask your doctor for a blood lead test. Testing is covered by most insurance plans, including Medi-Cal.

2. Schedule a Free Blood Lead Test at a Quest Lab. Call 1-800-LA-4-LEAD (1-800-524-5323) to request a free appointment. Testing is simple, confidential, and convenient.
