Residents Urged to Share Experiences with Deputy Gangs and Give Feedback

The Los Angeles County Sheriff Civilian Oversight Commission (Commission) is inviting members of the public to fill out a brief online survey about their interactions with deputies they believe to be members of deputy gangs within the Los Angeles County Sheriff's Department (LASD) and to offer their feedback. Responses will be accepted through July 15, 2025.

The Commission will use the survey to learn about community members’ first-hand experiences with alleged deputy gangs and develop qualitative data to report to the Board of Supervisors (Board). The survey will also be used to determine whether LASD has been responsive to community members' complaints about deputy gangs.

Deputy gangs and cliques have existed within the LASD for decades. Deputy gangs are groups that engage in egregious conduct, such as violations of law, excessive uses of force, threats to the public and/or their fellow LASD personnel, and more. Deputy cliques include deputy gangs and other exclusionary subgroups that could impact LASD's mission as well as the careers and morale of LASD personnel even when their activities do not violate specific laws.

In February 2023, the Commission developed 27 Recommendations to Eradicate Deputy Gangs and Cliques. The Board unanimously adopted the recommendations in March 2023 and requested the Sheriff to review, adopt, and implement them. The Commission is tracking the Sheriff's progress using report cards.

In March 2023, the Board also approved agenda item #55-B directing the Commission to report back with qualitative data derived from community members' accounts of their personal encounters with deputy gangs. Aside from the survey, the Commission will collect feedback through a virtual Community Listening Session on July 10, 2025.

About the Commission

The Board created the Commission in 2016 to provide independent oversight of the LASD; to investigate and provide ongoing analysis of its policies, practices, and procedures; and to make recommendations to the Board, the Sheriff, and the public. The Commission's work helps improve LASD’s transparency and accountability to LA County residents and provides robust opportunities for community engagement.
