Dear Neighbor,
Our small businesses face challenges with increasing costs, rising rent, and, in many communities of color, the threat of displacement and speculative development. To help address these issues, in 2022, the Board of Supervisors supported my motion to establish a Countywide Commercial Acquisition Fund (CAF).
The CAF was created as part of the County’s Economic Mobility Initiative to help small businesses stay and thrive in their communities. It provides funding to community-based organizations to purchase vacant and underutilized properties along commercial corridors, helping prevent the displacement of small businesses.
This week, the Board supported an additional $3.3 million investment and expanding the scope of the Commercial Acquisition Fund to support mixed-use and affordable housing developments in high-need areas.

We recently celebrated the 50th anniversary of the A.C. Bilbrew Library (150 E. El Segundo Blvd, Los Angeles, CA 90061) and recognized its namesake, Madame A.C. Bilbrew, a community leader, poet, and musician. Thank you to the Inner City Youth Orchestra of Los Angeles for playing an incredible medley of Bilbrew’s songs. This week, I toured St. Joseph Center’s first owned housing site in the South LA neighborhood of Jefferson Park, called the La Ramona Family Interim Housing Community. This is the second HomeKey site in the 2nd District focused on families. The site, which was previously a motel, has been renovated into 20 transitional housing units. Residents have access to employment training, credit repair, mental health resources, and other essential services to support their journey toward long-term housing and stability. I had the opportunity to meet with the dedicated staff and hear directly from residents about how this community—offering on-site services, shared amenities like laundry facilities and communal spaces—is helping them build a strong foundation as they transition toward permanent housing.
Thank you to the entire St. Joseph Center team, as well as the Coalition for Responsible Community Development (CRCD), for making this much-needed housing possible.

Grants for Sidewalk Vendors to Become Permitted
The LA County Dept. of Economic Opportunity, in partnership with Inclusive Action, launched the Small Business Mobility Fund Formalization Grants to help sidewalk vendors in unincorporated communities become permitted and compliant with the County’s Sidewalk Vending Ordinance.
