Sharmaine Moseley Leads the Sheriff Civilian Oversight Commission as the New Executive Director

Los Angeles County, CA - After a national search, Sharmaine Moseley was appointed as the Executive Director for the Los Angeles County Sheriff Civilian Oversight Commission in November 2023. Ms. Moseley has more than two decades of expertise managing, supporting, and leading civilian oversight of law enforcement agencies as well as building relationships with community members.

At the Commission’s business meeting in December, she mentioned one of her goals is to support the needs of the Commission by starting with the creation of a work plan to outline the Commission’s priorities. 

“I am honored and excited that I was selected to lead this civilian oversight commission and look forward to sharing my expertise and knowledge to make sure that the Commission is effective," stated Ms. Moseley. "I plan to listen, learn, observe, and then propose meaningful recommendations for systemic improvements.”

Ms. Moseley welcomes members of the community, law enforcement, and other stakeholders to meet with her to discuss ways to collaboratively reimagine civilian oversight of the Los Angeles County Sheriff’s Department (LASD).

An expert in police oversight and community relations, Ms. Moseley played an influential role in the implementation of necessary changes in civilian oversight in the San Diego Police Department and the Albany Police Department. She previously led the City of San Diego’s Community Review Board on Police Practices and the Commission on Police Practices. Prior to her work in San Diego, Ms. Moseley honed her strong leadership skills in civilian oversight of law enforcement at the Citizens’ Police Review Board in Albany, New York. She excels at building consensus, promoting transparency and accountability and achieving credibility in police oversight within the community.

Ms. Moseley is an active member of the National Association for Civilian Oversight of Law Enforcement (NACOLE) and is a Certified Practitioner of Oversight. She earned an Executive Master of Business Administration degree and a Bachelor of Arts degree in Psychology and Africana Studies at the State University of New York (SUNY) at Albany.

Executive Director Moseley’s work began at the December 14th Commission meeting, where she guided the development and approval of the Commission’s goals and priorities. Aligning with the mission to facilitate transparency and accountability with respect to LASD, the Commission discussed three priority areas of policy updates, obtaining information, and community engagement that included numerous objectives.
