Health Officer Order Influenza Vaccine Survey

Dear Los Angeles County healthcare partners,
On September 27, 2023, the Los Angeles County Department of Public Health issued an update to the annual Health Officer Order requiring Influenza immunization or masking for healthcare personnel (HCP) during the influenza season to include the updated COVID-19 2023-2024 vaccine and to expand the order to HCP working in all licensed healthcare facilities in Los Angeles County. HCP who decline either or both vaccines are required to wear a respiratory mask when in contact with patients or working in patient-care areas during the respiratory virus season (November, 2023-April 30, 2024).
Please complete the 2023 LACDPH Vaccine Survey to assess up to date (definition below) Influenza and COVID-19 vaccination rates among healthcare personnel (HCP) for the week of November 27, 2023 through December 3, 2023. This is a required survey under Section (8) of the Health Officer Order 2023-04-01. The due date for submission is December 10, 2023.
General Acute Care Hospitals, Long-Term Acute Care Hospitals, and Skilled Nursing Facilities who already submit weekly HCP vaccination data via the National Healthcare Safety Network (NHSN) may choose to report there for the specified reporting week or can use the simplified survey using the link above. Dialysis Centers who choose to report via NHSN should report vaccination coverage for the week of November 20, 2023 through November 26, 2023 in the Weekly Influenza Reporting Module and Healthcare Personnel COVID-19 Vaccination module.
Current Up to Date Vaccination Definitions:
COVID-19
- Received a 2023-2024 Updated COVID-19 Vaccine, OR
- Received bivalent COVID-19 vaccine within the last 2 months
Influenza
- Received any formulation of the 2023-2024 seasonal flu vaccine
A notice was sent on 11/27/2023 (attached) outlining the data elements required for submission, also listed below:
Specific information that will be required includes:
- Total number of healthcare personnel that were eligible to have worked at least 1 day during the week of data collection November 27, 2023 through December 3, 2023
- Number of personnel vaccinated with both the 2023-2024 updated COVID-19 vaccine and influenza vaccine
- Number of personnel that have been vaccinated with the influenza vaccine but not the 2023-2024 updated COVID-19 vaccine
- Number of personnel that have been vaccinated with the 2023-2024 updated COVID-19 vaccines but not the influenza vaccine
- Number of personnel that have not been vaccinated with either the 2023-2024 updated COVID-19 vaccine and influenza vaccine
- Number of personnel with unknown vaccination status
*Note that healthcare personnel with an unknown vaccination status will be counted as unvaccinated when calculating your facility's vaccination rate. If healthcare personnel do not provide proof of vaccination they are required to wear a mask in accordance with the Health Officer Order.
- If your healthcare facility has a policy to require masking in patient care areas if healthcare workers are unvaccinated as required by the Health Officer Order.
