DCBA: Fighting Fraud, Saving Homes, and Improving Lives for Nearly Five Decades

It all began with a small leak in the kitchen sink. Annoying, yes, but nothing that seemed like a major concern. At least, that’s what 78-year-old grandmother Annie believed.

Little did she know that the minor repair would cost her entire life savings…until her family reached out to the Los Angeles County Department of Consumer and Business Affairs for help.

Since 1975, DCBA has efficiently and effectively transformed the lives of LA County's consumers, tenants, landlords, homeowners, workers, and immigrants. The work of DCBA's dedicated and knowledgeable staff helps put millions of dollars of restitution, judgments, and settlements back into the pockets of those who live and work in Los Angeles County every single year.

DCBA's East LA Office is open an additional day to better serve you! We're open from Monday to Thursday for all DCBA services and Fridays throughout the month of November for Housing and Tenant Protections Services only. Our East LA Office is located at East LA County Hall, 4801 East Third Street, Los Angeles 90022 and we're open from 8:30 am to 4:30 pm. We are here to help you with any concerns or questions you may have and hope that our new extended hours will make it easier for you to access our services. Please don't hesitate to stop by and see us, we're happy to help!

Rent Registry Deadline Extended

Register Your Rental Properties by November 30 to Avoid Late Fees

Are you a rental property owner or mobilehome park owner in unincorporated Los Angeles County? The 2023/24 registration deadline for the LA County Rent Registry has been extended to November 30, 2023! Rent Registry allows property owners to register rental properties online and pay any annual rent registration fees required by the County's Rent Stabilization and Tenant Protections Ordinance and Mobilehome Rent Stabilization and Mobilehome Owner Protections Ordinance. Don't forget to register before November 30 to avoid late fees.

While some rental units or mobilehome spaces may be exempt from registration requirements and fees, landlords and mobilehome park owners with units or spaces located within unincorporated LA County are required to register and pay fees annually. To learn more about exemption requests or to determine if your property is subject to registration requirements, please visit dcba.lacounty.gov/rentregistry.

Help Shape the County's Proposed Eviction Defense Program

Right to Counsel Engagement Sessions

Stay Housed LA, an eviction defense program administered by DCBA, offers legal representation, outreach/education, and short-term rental assistance to eligible tenants facing eviction in unincorporated LA County.

The Board of Supervisors has instructed DCBA to draft a Right to Counsel Ordinance and a plan to implement a Universal Access to Legal Representation program with the goal of making eviction defense services available to all eligible LA County tenants by 2030.

Elected officials, housing and policy staffers, and representatives of local municipalities are invited to participate in one of 2 upcoming virtual Stakeholder Engagement Sessions to help shape LA County’s eviction defense program.
