Makes ‘Top 25’ Innovators List

The Los Angeles County Department of Human Resources has been chosen as one of Government Technology’s “Top 25 Doers, Dreamers and Drivers of 2019.” The national award recognizes public-sector organizations that lead in technology innovation and process improvement. Recipients are chosen based on the effective use of technology to solve pressing issues, transform internal processes, and improve services to residents.

The Human Resources team consists of Lisa Garrett, Director of Personnel; Murtaza Masood, Assistant Director; and Roozan Zarifian, Departmental Chief Information Officer.  This year’s award extends Los Angeles County’s past recognition.  Mohammed Al Rawi, Chief Information Officer for the Department of Parks and Recreation, was named to the 2018 list for his work in modernizing the department’s systems and facilities. Bill Kehoe, County Chief Information Officer, was also named to this award in 2015 for his work transforming King County, Washington prior to joining the Los Angeles County team.

“I am so honored that our team was recognized with this prestigious award,” said Lisa M. Garrett, Director of Personnel. “It emphasizes the value of integrating HR and IT to innovate and streamline business processes and to make systems more user-friendly and transparent for our employees and the public we serve.”

The department was recognized for its collaboration with partner agencies on a series of large-scale initiatives to increase transparency and accessibility of County HR practices.  Recent projects include the digitization of all County personnel records through the Electronic Personnel Records (ePR) online system. With over 110,000 active employees in the Los Angeles County system, this is an incredible undertaking that will make a huge impact on all HR processes from applicant selection, to performance evaluations, to promotions and beyond.

“Our motto has been to automate all things HR,” added Murtaza Masood, Assistant Director.  “This has translated into a strategic roadmap to integrate HR services and provide on-demand services to applicants and employees alike.”

The Department also released an interactive career planning tool, the Career Pathfinder, last year. This first-of-its-kind online tool helps employees and applicants plan future career choices up to 5 steps ahead. Less than a year after its launch, this unique platform has already received the 2018 Public Sector Innovation Award for its ground-breaking technology and impact on employee professional development.
