L.A. COUNTY PROBATION’S GROUND-BREAKING JUVENILE PROGRAM AT CAMPUS KILPATRICK RECOGNIZED AT ANNUAL PRODUCTIVITY AND QUALITY AWARDS
Probation Also Part of Team that Wins Top Golden Eagle Award for Parks After Dark

LOS ANGELES COUNTY – Out of 66 submissions from more than 20 Los Angeles County departments, The Los Angeles County Probation Department made the top ten for its L.A. Model Juvenile Rehabilitation Program at Campus Kilpatrick and was on the team that won the Golden Eagle Award for its support of L.A. County Parks and Recreation’s Parks After Dark Program at the 32nd annual Productivity and Quality Awards (PQA) ceremony held at the Dorothy Chandler Pavilion, Wednesday, October 10, 2018.
Under this year’s theme, “Innovating for Impact,” the L.A. Model Juvenile Rehabilitation program at Campus Kilpatrick proudly demonstrated its ability to positively impact young lives since its grand opening in July 2017. In that relatively short time, the dedicated staff at Kilpatrick has won several prestigious achievement awards including one from the National Association of Counties (NACo), for its ground-breaking, holistic approach to juvenile justice.
According to Campus Kilpatrick Director Katheryn Beigh, landing in the top ten of the highly competitive PQA awards demonstrates that the County of Los Angeles recognizes and supports the innovative potential of the new program at the Malibu-area juvenile facility.
“I am very proud that our work at Campus Kilpatrick was one of the top ten L.A. County programs recognized,” Director Beigh expressed. “We hope to win the Golden Eagle award in the next few years as we continue to grow and progress the L.A. Model.”
In addition to winning the Top Ten award, the Probation Department was featured as a collaborative partner with the Parks and Recreation Department for the Parks After Dark program, which won both a County Image Enhancement Award and the coveted Golden Eagle award—the top award of the PQA competition. Probation contributed both resources and staff to make Parks after Dark, a program which advances safety, health, social cohesion and equity in disadvantaged communities at 33 parks, a successful initiative across the County.

L.A. County Probation also was a co-recipient of the Mega Million Dollar Award with the L.A. County Public Defender’s Office for the Client Assessment Recommendation and Evaluation (CARE) program, a holistic approach to juvenile legal services that has greatly reduced recidivism. CARE has assessed and linked clients to critical services related to mental illness, intellectual or developmental disability, special education, commercial sexual exploitation, homelessness, trauma, abuse and neglect. The Mega Million Dollar Award is given to the program that generates the most cost savings, cost avoidance and/or revenue for the County.
The 2018 award winning projects are estimated to save the County of Los Angeles more than $100 Million in annual costs, generate $32 Million in savings, and earn $12 Million in County revenue. L.A. County’s Chief Executive Officer Sachi A. Hamai congratulated all of PQA participants and noted that the work of the honorees closely aligns with the priorities of all five County Supervisors.
“The work being recognized also reflects creative thinking about Board [of Supervisors] priorities—from homelessness and health care to environmental health and programs that benefit children and families,” CEO Hamai stated. “None of this would be possible without our employees’ generous spirit of collaboration…Today’s honorees are making a difference where it counts!”
Chief Probation Officer Terri L. McDonald thanked the County for recognizing and honoring the dedicated and ambitious Probation staff who contributed to the winning of the four awards.
I’m honored that these programs were selected as the best of the best in Los Angeles County,” said Chief McDonald. “It is the dedicated men and women of Probation who have worked tirelessly to create and support meaningful initiatives that truly deserve these honors.”
