City of Irvine to Host May 13 Swearing-In Ceremony
The City of Irvine invites the community to attend the swearing-in ceremony for Councilmember-elect Betty Martinez Franco, Tuesday, May 13, at the Irvine City Hall Council Chamber.
On December 10, 2024, the Irvine City Council voted to hold a Special Municipal Election Tuesday, April 15, 2025, to elect a Councilmember to represent Council District 5 through the end of 2026. Residents can explore Council District boundaries, including District 5, using the City’s interactive district dashboard.
Voters in District 5 elected Betty Martinez Franco during the April 15 election, and the City Council certified the results May 2. Her election completes Irvine’s transition to district-based representation, which began with the Charter Amendment that expanded the City Council from five to seven members.
The City Council meeting will be called to order at 5 p.m., then immediately recess for a welcome reception in the City Hall lobby. The meeting will reconvene at 6 p.m. for the official swearing-in.
Residents can watch the ceremony live on ICTV, available on Cox Communications Channel 30, AT&T U-verse Channel 99, cityofirvine.org/ictv, and youtube.com/ictv30.

Thousands Gather as State of the Great Park Highlights Vision for the Future
The City of Irvine hosted the State of the Great Park Tuesday, May 6, at Great Park Live, offering the community a look at what’s next for the 1,347-acre municipal park. The event featured interactive exhibits, performances, and the debut of a full-size Whoosh model — an innovative aerial transport system being considered by the City.
Councilmember and Great Park Board Chairman Mike Carroll shared the City’s long-term vision for the park, highlighting its status as the most ambitious park development in the country. “We’re not just building a park — we’re building a legacy,” said Carroll.
The event spotlighted four key areas of the park’s next phase:
-
Heart of the Park: A central gathering space with lakes, trails, Full-Circle Farm, and a future amphitheater.
-
Cultural Terrace: Home to future museums and arts venues, including Pretend City and OC Music & Dance.
-
Bosque: A greenway connecting the park with trails, bridges, and the new Canopy retail and dining village.
-
Northern Sector: Includes Veterans Memorial Park and Gardens, a Botanical Garden, the Great Park Central Library, and the historic El Toro tower repurposed as an aviation museum.
Attendees explored exhibits and performances from community partners including Pretend City, Pacific Symphony, OC Soccer Club, Wild Rivers, Flying Leatherneck Aviation Museum, UC Irvine, and more.
