Join Us for the June 17th Goleta City Council Meeting
Topics Include: City’s Two-Year Budget Hearing and Five-Year Capital Improvement Program, Housing Element Sub-Program Implementation, Community Development Block Grant Program, Support to Other Agencies Program and Proclamations for Fiesta Ranchera Day, Parks and Recreation Month, LGBTQ+ Pride Month and Juneteenth
We hope you will join us for the Goleta City Council meeting this Tuesday, June 17th at 5:30 p.m. (closed session begins at 4:30 p.m.). We encourage you to come in-person to Council Chambers, watch live, or participate via Zoom. Directions for how to do so can be found below.
The City Council will issue four proclamations:
- The Council will declare June 19, 2025, as Fiesta Ranchera Day in the City of Goleta and issue certificates of recognition to the Spirit of Fiesta, Natalia Trevino and the Junior Spirit of Fiesta, Victoria Plascencia. The 101st Old Spanish Days Fiesta will take place July 30 – August 3. The Goleta community welcomes Fiesta Ranchera at Rancho La Patera & Stow House on June 19 and celebrates the 17 years of tradition and collaboration between Old Spanish Days and the Goleta Valley Historical Society.
- The City Council will recognize July 2025 as Parks and Recreation Month. Parks and recreation are an integral part of communities throughout this country, including the City of Goleta. Stay tuned for a July calendar of events to take advantage of the parks and recreation offerings we have locally.
- The Council will recognize June 2025 as LGTBQ+ Pride Month. 2025 marks the 56th anniversary of the Stonewall Riots and the 50th anniversary of the Pacific Pride Foundation. On June 3 the Pride Flag was raised in front of City Hall. The City encourages its residents to take part in local Pride events and honor the rich diversity of our community.
- The City Council will recognize the day of June 19, 2025, as Juneteenth in the City of Goleta. The City is a proud sponsor of the 8th Annual Juneteenth Santa Barbara Celebration happening on June 14 from 11am – 6pm at Plaza del Mar / Band Shell Park. This year's theme, “Hope for the People,” invokes the emotion of hope, one that finds strength in community gathering to celebrate freedom.
Additional items on the agenda include:
- The City Council will hold a public hearing regarding the Community Development Block Grant (CDBG) Program. The City of Goleta has been an “Entitlement Grantee” that receives an annual allocation of federal funds from the U.S. Department of Housing and Urban Development (HUD) through its Community Development Block Grant (CDBG) Program. This program is designed to benefit low- and moderate-income residents by supporting activities that provide decent housing, create suitable living environments, and expand economic opportunities. To continue receiving these funds, the City is required to prepare a series of planning documents, including a Citizen Participation Plan (CPP), a Five-Year Consolidated Plan, and an Annual Action Plan. - The Council will also hold a public hearing on the City’s FY 2025/26 and 2026/27 Operating Budget and Capital Improvement Program Budget as well as Five-Year Capital Improvement Program. Preparations for the City’s Two-Year Budget Plan for FY 2025/26 and FY 2026/27 began in January 2025. Staff developed a budget plan that largely maintains current service levels while aligning with the updated Strategic Plan, department work programs, and Council policy direction. City Council workshops were also conducted earlier this year to focus on the Capital Improvement Program (CIP) Budget. The Five-Year CIP will continue to serve as a living document. - The City Council will discuss Memoranda of Agreements for the Support to Other Agencies (STOA) Program. The STOA Program provides a structured process for the City of Goleta to solicit, evaluate, and fund nonprofit and governmental agencies that address essential community needs. The current goals of the STOA Program focus on supporting interagency collaborations to enhance service delivery and cost efficiency, as well as nonprofit agencies operating in City-owned or community-serving facilities that provide essential public services not directly offered by the City of Goleta. - The Council will discuss housing priority for Goleta residents and employees as part of the Housing Element 2023-2031 implementation. The City’s Affordable Housing Policies & Procedures Manual has a local preference requirement for certain below market-rate (BMR) (sometimes referred to as “affordable”) housing units, but not for those at market-rate. Housing Element subprogram 2.2(a) addresses local housing preference as well. The City contracted with Bay Area Economics (BAE) to evaluate options. Council will discuss BAE’s findings. - The City Council will receive a presentation on affordable housing design. The Housing Element 2023-2031 adopted on December 5, 2023, included subprogram H.E 2.4(g) Affordable Housing Design. The City contracted with Bay Area Economics (BAE) and subconsultant Environmental Science Associates (ESA) to research affordable design principles and recommendations for the City to consider.
