Join Us for the March 19 Goleta City Council Meeting
Topics Include: Community Development Block Grant, Measure G2012 and Annual Work Plan for Planning & Environmental Review Department
We hope you will join us for the Goleta City Council meeting this Tuesday, March 19, at 5:30 p.m. (closed session begins at 4:00 p.m.). We encourage you to join us in City Council Chambers, watch live, and/or participate via Zoom. Directions for how to do so can be found below. Items on the agenda include:
- City Council will conduct a public hearing on the needs, goals, and funding priorities for the 2024-2025 Community Development Block Grant (CDBG) Program and funding recommendations for the 2024-2025 Action Plan. The City receives funding from the U.S. Department of Housing and Urban Development (HUD) for its CDBG Program, which focuses on funding public services that assist low- to moderate-income people. The City is required to submit an Annual Action Plan to HUD showing how the funds will be allocated. This public hearing is an opportunity for the public and Council to discuss potential projects that should receive CDBG grant funding for FY 24/25. After an application process, the Human Services Standing Committee recommended awarding three applicants the CDBG funding; remaining applicants were considered for the City Grants program. - The Council will provide feedback and direction regarding Measure G2012 Agricultural Land Protection Initiative. Measure G2012 was approved by a majority of Goleta voters in the November 2012 election. Under the measure, some authority over the Goleta General Plan was transferred from the City Council to the voters. Until December 31, 2032, the City Council is generally prohibited from amending its General Plan to allow for changes on certain properties that have a land use designation of Agriculture unless the amendment is approved by the voters of the City. Staff is seeking direction from Council on extending Measure G2012. If directed, staff is also seeking direction from Council on bringing the extension to the voters in the upcoming November 2024 election. - The City Council will discuss work priorities and adopt an Annual Work Program for FY 2024-25 for the Planning and Environmental Review Department (Department). Staff will update Council on existing work commitments and progress, and provide Council an opportunity to discuss work priorities for the Department for the upcoming fiscal year. The draft FY 2024-25 Annual Work Program also summarizes work progress and accomplishments of the past fiscal year (FY 2023-24) and lays the groundwork for the Department budget.
