Join Us for the May 17 Goleta City Council Meeting Held In-Person and Virtually
Topics include two Proclamations, a Presentation from BEACON, Proposition 218 Protest Hearing, Consideration of Initiation of a General Plan Amendment, Third Quarter Financial Review, and an E-filing Ordinance
We hope you will join us for Goleta’s City Council meeting on Tuesday, May 17, at 5:30 p.m. (closed session begins at 4:15 p.m.). We are pleased to continue to offer this meeting both in-person and virtually for community members. We encourage you to join us in City Council Chambers, watch live, and/or participate. Directions for how to do so can be found below. Items on the agenda include:
- City Council will proclaim May as Asian American, Native Hawaiian and Pacific Islander Heritage Month. Despite the strength shown and successes achieved by Asian Americans, Native Hawaiians and Pacific Islanders, we have seen a staggering rise in bullying, discrimination, and hate crimes against the AA and NHPI community during the COVID-19 pandemic. During this month, we should recommit ourselves to promoting equity and acceptance for the AA and NHPI community, stand up against discrimination and hatred, and ensure that our City is a welcoming and inclusive place for all.
- Council will also issue a proclamation declaring May 15th – 21st as Public Works Week in Goleta. National Public Works Week celebrates those who provide and maintain the infrastructure and services we use in our daily lives. The week seeks to enhance the prestige of the often-unsung heroes of our society – the professionals who serve the public good every day with quiet dedication. - City Council will receive a report on the achievements made by the CERT Business Ambassadors during the first year of the COVID-19 pandemic. The Goleta Community Emergency Management Team (CERT) began a new mission as CERT Business Ambassadors to help businesses understand the health guidelines in the early days of the pandemic. The Goleta City Council and City staff would like to acknowledge our CERT Business Ambassadors for their tireless efforts to assist our community, and in particular our businesses, during this time. - City Council will receive a presentation from the Beach Erosion Authority for Clean Oceans and Nourishment (BEACON) reporting on their recent activities and accomplishments. BEACON, a Joint Powers Agency, is made of Santa Barbara and Ventura Counties, and the six coastal Cities of Goleta, Santa Barbara, Carpinteria, Ventura, Oxnard, and Port Hueneme. BEACON is supporting many important local beach restoration and adaptation projects within Santa Barbara County and has partnered with local agencies, including the City of Goleta, in supporting long-term sustainable beach nourishment at Goleta Beach, and has sponsored the innovative kelp restoration pilot project in Goleta Bay. - Council will conduct a Proposition 218 protest hearing to present the annual Solid Waste Rate Increase and allow the community to present written protests for consideration. This protest hearing has been held annually by the City Council when the solid waste hauler, MarBorg Industries, requests a rate increase as allowed per the franchise agreement. The increase is due to inflation and the disposal fee charged by the County of Santa Barbara to accept refuse at the Tajiguas Landfill (the “tipping fee”). City staff are also recommending that to streamline this process, for five years beginning July 1, 2023, a protest hearing is only held if the increase for CPI or tipping fees combined exceeds 10% per year, or if other fees are included for any other reason than CPI or disposal fees passed on by the County of Santa Barbara. Affected property owners would continue to receive a mailed notice informing them of the rate change. The staff report can be found at https://tinyurl.com/jpwujhu9.
- Council will consider the initiation of a General Plan Amendment (GPA) for an unaddressed parcel on Viajero Drive to change the land use designation from General Commercial (C-G) to either Business Park (I-BP) or Office and Institutional (I-OI) to allow the applicant to pursue a battery storage project on that property. The existing land use designation (General Commercial C-G) does not allow for Major Utilities uses, which is the use category needed for the applicants’ intended battery storage project and allowed under I-BP and I-OI. If City Council decides to initiate the GPA, the applicant may apply for the GPA and associated planning permits related to the intended project. City staff would proceed with case processing, including environmental review, and a GPA for Planning Commission’s consideration and recommendation to the City Council for final action. - Council will receive the Fiscal Year 2021/22 third quarter financial review. The report provides a financial update on the City’s preliminary actual revenue and expenditure activity through the third quarter for the FY 2021/22 Operating and Capital Improvement Program (CIP) Budget, which was adopted on June 15, 2021, as part of the two-year FY 2021/22 and FY 2022/23 budget plan. - City Council will consider an ordinance related to electronic filing and administration of Fair Political Practices Commission (FPPC) Campaign Disclosure Statements and Statement of Economic Interests Forms. In order for the City to accept electronically filed statements, the Council must adopt an ordinance permitting the use of an online filing system as an option for filing and designating the filings received electronically by the City Clerk’s Office as the filings of record for the City.
