Join Us for the April 19 Goleta City Council Meeting
Held In-Person and Virtually

Topics include Child Care Assessment Presentation, User Fees and Charges, South Coast Tourism Business Improvement District, and Single-Use Foodware Accessories Ordinance

We hope you will join us for Goleta’s City Council meeting on Tuesday, April 19, at 5:30 p.m. (closed session begins at 4:00 p.m.). We are pleased to be able to offer this meeting both in-person and virtually for community members. We encourage you to join us in City Council Chambers, watch live, and/or participate. Directions for how to do so can be found below. Items on the agenda include:

  • City Council will receive a report of the Child Care Assessment conducted by United Way of Santa Barbara County. The need for affordable, high-quality childcare for children from ages zero to five years has long been a challenge for working parents throughout the county. The Cities of Goleta and Santa Barbara commissioned United Way of Santa Barbara County (UWSBC) to administer a childcare assessment to better understand the needs of working parents and childcare providers. The survey results focused on three major barriers for parents and providers: cost of childcare; demand for space; and staffing and employment.   • Council will conduct a public hearing on proposed user fees and charges and consider a resolution. The purpose of this item is to provide updates to the adopted FY 2021/22 User Fees and Charges, which took effect on July 1, 2021, and were updated on August 17, 2021, and seek Council approval to charge the new recommended rates. A user fee is a payment made by an individual for a requested service that primarily benefits that individual. For the City, they are considered charges for services, such as planning related services or services related to other City regulatory permits such as City business licenses, whereby those receiving the services from the City are required to pay the costs rather than burdening the residents.   • City Council will discuss renewing the Santa Barbara South Coast Tourism Business Improvement District (SBSCTBID). The SBSCTBID is a benefit assessment district that has proposed to renew and adjust a revenue source to help fund advertising and public relations, sales, local destination marketing, and related administration and policy development programs for Santa Barbara South Coast lodging businesses. The Tourism Business Improvement District (TBID) assessment will be converted to a new 2% fixed rate for all operators, replacing the current tiered system ($1.10 to $7.70 per night). The Renewed SBSCTBID will continue to include the cities of Santa Barbara and Goleta, and portions of unincorporated southern Santa Barbara County. Only lodging businesses within the SBSCTBID boundary will be subject to the SBSCTBID assessment. The staff report can be found here: https://tinyurl.com/mr256jc2.

  • Council will discuss an ordinance regulating single-use foodware accessories and standard condiments in compliance with Assembly Bill 1276. AB 1276 amended existing law regulating plastic straws and was signed by Governor Newsom in October 2021. The law now prohibits a food facility from providing any single-use foodware accessory or standard condiment to a consumer unless requested by the consumer and requires an enforcement agency be established by the City on or before June 1, 2022. To meet the state deadline of June 1, 2022 for compliance with AB 1276 requirements, the City’s Sustainability Program is taking a two-step approach to proposed plastic reduction regulations. The first step is the proposed ordinance to bring the City into compliance with the legislation. The second step includes developing a second ordinance that would expand upon state law by prohibiting expanded polystyrene and additional types of single-use plastics.
