Join Us for the October 5 Virtual Goleta City Council Meeting

Topics include Affordable Housing Fees, Project Labor Agreement and Name for Monarch Butterfly Climbing Structure

We hope you will join us for Goleta’s virtual City Council meeting held via Zoom on Tuesday, October 5, at 5:30 p.m. (closed session begins at 4:30 p.m.) Many important items are being discussed and we encourage you to watch live and/or participate. Directions for how to do so can be found below.

  • City Council will hold a public hearing on the Residential Affordable Housing In-Lieu Fees, Non-Residential Affordable Housing Development Impact Fees, and Associated Goleta Municipal Code Title 17 (Zoning) Ordinance Amendments. The City’s Housing Element includes policies and programs intended to support creating, maintaining, and preserving affordable housing in the City. One of the critical barriers to the development of affordable housing identified in the Housing Element is funding. By adopting and implementing a new fee program for all new development, including redevelopment, the City would have the ability to uniformly calculate and collect both residential in-lieu fees and non-residential impact fees. These fees would be used to subsidize or fully-fund creating new affordable housing throughout the City when it is determined infeasible for developers to provide the required affordable housing on site as part of their project.   • Council will receive a report on the Ordinance Committee’s work on the development of a draft Project Labor Agreement (PLA) Policy applicable only to the City’s own large building construction projects (i.e. Fire Station 10, Goleta Train Depot, and other large City projects) and will decide whether it needs more work or to move forward. The draft policy provides for a master PLA that would apply to construction craft workers on all City construction projects over $5 Million. If Council elects to move forward with the policy, the City would enter into negotiations with the Trades Council to develop a master Project Labor Agreement. As the County of Santa Barbara recently elected to do, Goleta would use an agreement approved by the City of Santa Barbara as a base for discussions.   • City Council will consider naming recommendations for the Monarch Butterfly recreation feature at Berkeley Park. The City held a naming contest for the community to provide input on what this new park feature should be called. The Standing Naming Committee considered the Parks and Recreation Commission six recommended finalists and provided its two recommendations for the City Council to determine a final name for this unique piece of recreation equipment.     Submit an email prior to noon on the Monday of the City Council meeting to cityclerkgroup@cityofgoleta.org and include the item you wish to speak on and provide your name, email, and phone number. When asking who wishes to speak, the City Clerk will ask that you utilize the “raise hand” feature, this lets the Clerk know you wish to speak and will call your name when public comment is taken.

  • Written Participation: If you would like your comment to be distributed to City Council, please submit via email by 12:00 p.m. on the Monday prior to the City Council meeting. Please submit your comment to the City Clerk at: cityclerkgroup@cityofgoleta.org. Your comment will be placed into the record and distributed appropriately.

  • Just Watch: You can watch City Council meetings live on Channel 19 or live on our website at www.CityofGoleta.org/GoletaMeetings. If you miss the meeting, it is rebroadcast on Channel 19 Wednesdays and Saturdays at 10:00 a.m. and 5:00 p.m., and is available to watch at any time on the City website.
