Tune in to the May 4 Goleta City Council Meeting

Council will conduct a public hearing on a proposed development, receive presentations on the Santa Barbara Local Agency Formation Commission Municipal Service Review and the Goleta Water District Draft Urban Water Management Plan, and present a proclamation for Municipal Clerks Week

Please join us for Goleta’s virtual City Council meeting on Tuesday, May 4, at 5:30 p.m. Many important items are being discussed, and we encourage you to watch live and/or participate. Directions for how to watch and participate in City meetings can be found below.

  • City Council will present a Proclamation declaring May 2nd through May 8th, 2021, as Municipal Clerks Week and as the 52nd Anniversary of Municipal Clerks Week. Read the proclamation here: https://tinyurl.com/9kuh4vpn. Thank you to our awesome Goleta City Clerk Team!

  • City Council will conduct a public hearing on a proposed development agreement for SyWest/Goleta Gardens. The applicant, Goleta Gardens LLC, proposes a Development Agreement to grant a license to the City of Goleta to use a private access road to the San Jose Creek Channel along a part of the subject site (currently operating as the Westwind Drive-In Theater and Public Market) in exchange for an extension of the deadline to use the City’s former Zoning Ordinance (Article 35 Coastal Zoning Ordinance) for the applicant’s pending development proposal (Case No. 17-121-DP-DRB) from December 31, 2021 to December 31, 2023. If the City entitles the proposed development at a future public hearing, the developer would convey a permanent easement to the City for the use of the access road.   • Council will receive a presentation on the status of the Santa Barbara Local Agency Formation Commission (LAFCO) Municipal Service Review process and provide direction to staff. The LAFCO is a regional agency that has authority to regulate by adopting spheres of influence (SOI) for each city and special district in the county and by approving or denying city and special district boundary changes (annexations and detachments) and extensions of certain public services. LAFCO has asked the cities and special districts in Santa Barbara County to complete a Municipal Service Reviews (MSR) surveys. City staff have completed an MSR questionnaire for Goleta that assumes the status quo for the City of Goleta SOI and does not propose any changes to the City’s services or boundaries.   • City Council will receive a presentation regarding the status of the Goleta Water District (GWD) Draft Urban Water Management Plan (UWMP) and provide comment on the plan. Every five years, the GWD is required to develop a state-mandated UWMP to assess supplies and demand, consider and analyze actions to be taken during droughts, and commit to implementing demand management strategies to encourage efficient water use. An updated Plan is under development and a GWD Board public hearing is scheduled for May 11, 2021, to review the UWMP and receive public comments. City staff have reviewed the UWMP and are asking Council if they would like to provide any comments. The staff report is available at https://tinyurl.com/4435vr64.

Speaking at the Meeting - Submit an email prior to noon on the Monday before the City Council meeting to cityclerkgroup@cityofgoleta.org and include the item you wish to speak on and provide your name, email and phone number. When asking who wishes to speak, the City Clerk will ask that you utilize the “raise hand” feature of the GoToWebinar app (see image below), this lets the Clerk know you wish to speak and will call your name when public comment is taken.

  • Distribution to the City Council - Submit your comment via email prior to 12:00 p.m. on the Monday prior to the City Council meeting. Please submit your comment to the City Clerk at: cityclerkgroup@cityofgoleta.org. Your comment will be placed into the record and distributed appropriately.
