COVID-19 Updates
COVID-19 Restrictions Lifted
As of June 15, 2021, California lifts the restrictions implemented for COVID-19. California’s reopening tiers and business guidelines are no longer in effect. Businesses and operations are now fully open to the public. Regulations that have been lifted include;
- Physical distancing
- Capacity limits on businesses
- County tier system
As for mask-wearing, fully vaccinated people are not required to wear one, but those who are not must wear a mask until fully vaccinated. In some cases, a mask might still be required for everyone, including;
- Public transit
- Hospitals
- Long-term care facilities
- Homeless shelters
- Indoors in K-12 schools, childcare, and other youth settings
- Privately owned businesses (depending on their protocols for COVID)

Water Utility
Water meters are a critical part of any water utility. They provide a mechanism to measure and charge for consumer consumption equitably. The water meters used by the City are mechanical devices that, as they age, lose their accuracy, typically under-registering usage. To ensure that meters accurately measure the correct amount of water consumed, the City tests meters 3” and above annually. If meters are determined to be measuring inaccurately, based on the standards listed in the American Water Works Association’s M6 Manual, the meter is either repaired or replaced with a new meter. Meters 2” and smaller are replaced based on age, and a percentage of replaced meters are tested for accuracy to justify the replacement schedule. This is to avoid replacing meters too soon, with available useful life still left, or too late, with the unregistering meter usage. Customers can also request for the meter serving their property to be tested for accuracy for a fee.

Water Conservation Update

As of May 10, 2021, Governor Newsom has declared a drought state of emergency across 41 counties throughout California. While Orange County has not been included in this drought emergency to date, it is likely we will see a drought declaration in the future. On June 1, 2021, the Fullerton City Council approved the 2020 Urban Water Management Plan and, along with it, a water conservation ordinance that becomes effective July 1, 2021. This ordinance provides drought restrictions dependent upon the level of water shortage declared by the State or the Metropolitan Water District of Southern California (MWD). At this time, we ask Fullerton residents to participate in voluntary conservation efforts. These efforts include:
· Water your yards before 10 am and after 4 pm to prevent evaporation.
· Adjust sprinkler watering cycles to run for no more than 5 minutes.
· Check sprinkler systems for broken or misaligned sprinkler nozzles.
· Do not hose off sidewalks, driveways, or patios (except for sanitary health reasons).
· Take your car to a car wash where they recycle the water instead of watering by hand.
· Repair any leaks in your home as soon as they are discovered.
· If you own a pool, consider purchasing a pool cover to prevent evaporation.
