City of Fullerton Updates
Mutual Statement on City Manager Separation
The City Council and City Manager have agreed to a mutually acceptable separation. The City Council voted 3-2 on April 20, 2021, with Mayor Bruce Whitaker, Mayor Pro Tem Nick Dunlap, and Councilmember Fred Jung in support, to terminate the employment agreement for City Manager Ken Domer effective April 27, 2021 at 5 PM.
Mr. Domer was appointed unanimously on June 24, 2017, and began his service to the City of Fullerton on July 27, 2017. During his tenure, Mr. Domer was instrumental in helping the City Council work through its financial difficulties by crafting annual budgets which were structurally balanced and introduced components of strategic planning. Over the course of his nearly four years, Mr. Domer led organizational reviews of City departments in order to more efficiently align City operations with the available resources and best practices of government operations. Throughout the last year, Mr. Domer led an exceptional and dedicated group of Department Directors and City staff during the City’s response to the COVID-19 pandemic.
“I have appreciated Mr. Domer’s diligent service and dedication to the City of Fullerton,” stated Mayor Bruce Whitaker. “His understanding and attention to our budgetary challenges and community needs have provided us clear alternatives and options as the City Council looks to focus on its current priorities.”
“I want to thank all of the members of City Councils I served for their commitment to bettering the community of Fullerton,” said Ken Domer. “The opportunity to work in this great City, alongside caring and hard-working staff, will always be a highlight in my career.”
Council Appoints Steve Danley as Acting City Manager

Steve Danley was appointed by the City Council on Tuesday, April 27th as Acting City Manager.
For over 30 years, Mr. Danley worked for the County of Orange in multiple executive and line positions, including Chief Human Resources Officer, Performance Audit Director, Chief Organizational Assessment/Development, and Landfill Site Manager, to name just a few. He holds a Master’s Degree in Business and Public Administration and a Bachelor’s in Political Science from UCI. He also has an AA from Fullerton College. For the past six years, he has worked as President & CEO of SD Consulting, Inc. engaged in a variety of high-profile public sector projects for local governments.

Street Master Plan Update

As the City of Fullerton progresses through the revision of the Street Tree Master Plan, it is important to have an accurate count of trees managed by the City to move on to the next phase. The Public Works Department designated several areas throughout the City to be included in the City’s inventory database. In sum, there were an estimated 3,500 trees added within our parks, trails, and other public areas.
What’s Next?
The Environmental Scan is a three-part phase that takes approximately 30-45 days to complete. It will give the Public Works Department insight into the past, present, and future practices. We will be holding public events and establish a method for input and community involvement. Our mission is to provide the Fullerton community a sustainable urban forest for decades to come - we want to hear from you!
Phase 1 allows our professionals, West Coast Arborists, to review the city tree ordinances, the street tree planting list, city processes, and specify tree care standards and procedures.
Phase 2 will assess the current tree inventory and review the current maintenance recommendations. This is the canopy cover assessment portion of the project. The existing species distribution, frequency, and current prune and pest cycles will be evaluated.
Phase 3 includes a comprehensive scan of the City’s tree inventory using i-Tree software to evaluate optimal locations to plant trees. Areas that have been deprived of urban tree canopy will be prioritized and supported with tree species of different sizes to maximize public and environmental benefits.

Hear his vision for our community’s future with the introduction of his theme “Give P’s a Chance: Potholes, Pipes, Pavement, Pensions, Protection, and Prosperity”. The program also includes updates from community leaders including City of Fullerton Council members, St. Jude Medical Center, and Cal State University, Fullerton.
