Fall Forward: September Economic Development Updates & Opportunities!
Here’s the TL;DR of this month’s issue:

As artificial intelligence, cloud computing, and digital services continue to grow, data centers are playing an increasingly important role in the technology industry. Data centers are secure facilities that house computer servers and networking equipment used to store, process, and manage large amounts of data. They can range from small facilities that support internet connectivity to massive, energy-intensive campuses built to support cloud computing and artificial intelligence.
Data centers are permitted in Fremont’s industrial zones, but any proposed facility must undergo extensive environmental, infrastructure, utility, and City reviews before construction can begin. Projects with significant utility needs may also be subject to additional review and reporting requirements under California state laws taking effect January 1, 2027. These requirements will address potential impacts related to power, water, and other resources.
Fremont currently has one data center, operated by Hurricane Electric. Unlike the large-scale AI data centers receiving national attention, Hurricane Electric is a longstanding, locally owned facility that provides colocation services and serves as a connection point for broadband fiber and internet service providers. Its infrastructure helps support internet connectivity for residents and businesses, including the City’s Access Fremont public Wi-Fi program.
There are currently no proposed new data centers in Fremont. While data center development is expanding rapidly in other parts of the country, Fremont’s industrial market is highly competitive, with strong demand from advanced manufacturing, semiconductor, robotics, and other technology companies. These industries are also helping position Fremont to benefit from the broader growth of artificial intelligence and its supporting technologies.
Bloom Energy has acquired a 158,000 square-foot facility on Encyclopedia Circle, doubling the company's footprint in Fremont. This underscores both the company’s leading role as an alternative power solution for the region’s advanced manufacturing economy and Fremont’s position at the center of Silicon Valley’s industrial real estate market activity. The project will add hundreds of advanced manufacturing jobs as Bloom works to meet the technology sector's demand for faster, cleaner, on‑site power generation. This news follows other major investments in Fremont, including Wislab’s recent $120 million purchase of 3 industrial buildings on Warm Springs Blvd.
Fremont continues to be the hub where companies like Bloom Energy can thrive, supported by the City's technical expertise across Planning, Building, Fire, Engineering, and Economic Development. As data infrastructure, semiconductor, robotics, and AI firms compete for industrial space, Fremont has maintained its status as the region’s advanced manufacturing leader, capturing about three‑quarters of Silicon Valley’s commercial real estate leasing activity last year. Bloom’s expansion will eventually support 5 gigawatts of clean power and we're proud to see the company deepen its roots here as they fuel the future of American manufacturing.
Wistron Corp. is expanding its Fremont operations with plans to acquire three industrial buildings on Warm Springs Boulevard for approximately $120 million. The deal follows the company’s $61 million purchase of a Starboard Drive property earlier this year, bringing its total Fremont real estate investment to roughly $180 million.
Wistron assembles and ships Nvidia-powered servers and computing systems that power artificial intelligence. The expansion further highlights Fremont’s growing role in the AI hardware industry, with seven of the nation’s 10 largest AI data-server manufacturers operating in city.
