El Dorado County Budget
-
The El Dorado County Board of Supervisors has approved the Fiscal Year 2024-25 Recommended Budget of $1.03 billion for the upcoming year. The budget represents a 7% decrease in spending from the previous year, with roughly 40% of the funding coming from the El Dorado County General Fund. The decrease in spending represents a balanced approach to funding government as revenues generated have also decreased. Unfunded and underfunded State-level required costs have increased, however, which has made the budget process more difficult and required special consideration of programs and services funded by El Dorado County. The General Fund Contingency is set at $7.85 million to alleviate any unforeseen fiscal issues, and General Reserves of $13 million in case of emergencies. One notable achievement is a $7 million allocation set aside for road maintenance and snow removal. The El Dorado County Chief Administrative Office (CAO) works with the Board of Supervisors and County agencies to draft a budget for each Fiscal Year. Since the County's Fiscal Year runs from July 1st until June 30th, the CAO presents a Recommended Budget in the spring and an Adopted Budget in the fall for approval by the Board of Supervisors. The reason for the extended budget process is to provide balance in funding, public concerns and governmental transparency, which increases accountability within El Dorado County Government.

Title 25: Ordinance #5199
-
-
The Board of Supervisors has approved Ordinance #5199 to allow for qualifying Caldor Fire survivors in Grizzly Flats to build owner-built dwellings that are consistent with Limited Density Owner-Built Rural Dwellings (Title 25) of the California Code of Regulations, Housing and Community Development. The Planning and Building Department has developed a program to help qualifying residents overcome some prohibitive rebuilding costs. Working in collaboration with Pioneer Fire Protection District, the Title 25 program waives certain building fees and requirements for qualifying structures. Most notable is the waiving of solar and fire sprinkler State-level requirements for homes up to 750 square feet. Additionally, residents will be allowed to fall timber and mill lumber themselves, provided they meet all State-level standards and regulations. The unique nature of Title 25 has specific deed restrictions but avoids requirements for certain calculations, minimum requirements and electrical. A big opportunity for Title 25 structures is partial occupancy using generators during the construction phase. The purpose of the Title 25 program is to provide an opportunity for qualifying Caldor Fire survivors in Grizzly Flats to begin building and living in new homes immediately. The District 2 office applauds the Planning and Building Department, including Director Karen Garner, for their efforts regarding the Title 25 program. To find out more about qualifying for the Title 25 program, please contact the District 2 office.
