Food Bank of El Dorado County

The Food Bank of El Dorado County is hosting an event on Saturday, April 30th, 2022 from 5pm to 7pm, for all residents to come together in support of our neighbors impacted by the Caldor Fire. The Food Bank encourages the local community to participate and show how much they care. The event is not a fundraiser, and the Food Bank will not be accepting monetary donations. Individuals, businesses, service clubs, government agencies and non-profit organizations can request a booth for the event by contacting Kim McPherson directly at (530) 621-9950 or by email at thefooddude@foodbankedc.org. Together we can show the Caldor Fire survivors how much the local communities truly care.

Hazard Tree Removal Operations

Caldor Fire State Consolidated Debris Removal Program is working to remove hazard trees in our region. Residents affected by the Caldor Fire may experience an increase in activity surrounding the hazard tree removal process. The operations are segmented into two phases: assessment and removal. Each phase has a number of steps involved that are explained below.

 

Assessment Phase

  1. Arborist Assessment: Certified Arborists assess all fire-impacted trees that are:
    • Rooted on parcels that filed a Right of Entry (ROE) permit.
    • Dead or expected to die within five years.
    • Near a public road or public property.
    • Six inches in diameter at breast height or larger.

      Qualifying hazard trees are marked with blue dots at breast height and a barcode affixed to the bole of the tree. The barcode shows the unique identification number for the particular hazard tree.
  1. Resource Assessment: Biologists, archaeologists, foresters and tribal monitors assess resources to determine how to avoid, mitigate and minimize any impacts on surrounding resources such as water, historic artifacts, nesting birds and endangered species.

 

Removal Phase

  1. Validation: Field staff validate that all qualifying hazard trees are still standing and have not been felled by third parties. Only qualifying hazard trees that are still standing by the time of validation are eligible for removal. Hazard trees felled by utility companies, land owners, or any other third party will not be removed.

  2. Felling and Removal: Licensed Timber Operator crews fell, process, and remove all qualifying hazard trees. Crews may use heavy equipment or hand tools. All timber and slash resulting from the hazard trees is removed by the crew. A limited amount of material may be chipped and/or left on site for erosion control purposes.

  3. Post-Work Inspection: State management personnel inspect the site to confirm all qualifying hazard trees and woody material is removed.

Caldor Fire Fee Waiver and TRV Permit

The El Dorado County Planning and Building Department has waived or lessened fees for eligible Caldor Fire Survivors that plan to rebuild. Permit types that may be eligible for fee waivers include: demolition, temporary mobile home/RV, Model Water Efficiency Landscaping Ordinance (MWELO), residential building, non-residential building, grading, electrical (including temporary), temporary use and administrative. The following are the steps for residents applying for fee waivers:

 

Initial Steps for Applicants

1. Review Caldor Fire Rebuild and Resiliency Ordinance No. 5150 and Caldor Fire Permit Fee Reduction/Waiver Request Form for eligibility criteria.

2. Complete and submit the Caldor Fire Permit Fee Reduction / Waiver Request Form. The form can be emailed to caldorfeewaiver@edcgov.us or submit in-person at the Planning and Building Department.

 

Additional Information for Applicants WITH Insurance

- Only temporary permits and demolition permits able to be waived initially

- Keep a copy of approved waiver(s) for future appointments

- Follow instructions in approval email for additional insurance verification needed

 

Additional Information for Applicants WITHOUT Insurance

- All applicable permit fees waived

- Keep a copy of approved waiver(s) for future appointments

 

Complete Permit Application(s) and Schedule Appointment for Permit Application Submittal

- Complete applicable permit applications

- For temporary RVs or Mobile Homes, complete the Temporary RV/MH Permit Application Part 16(C)

- For all other building permits, complete these permit applications: Permit Application, Permit Application Part 4, Permit Application Part 5

Obtaining Your TRV Permit

Obtaining your Temporary Recreation Vehicle (TRV) or Temporary Mobile Home Permit is a key step in assuring property owners maintain access to their properties during the rebuilding process.

  1. Ensure you have completed a Caldor Fire Fee Reduction / Waiver Request Form to be eligible for fee waivers when you submit your TRV Permit application. Building staff are required to take payment on relevant fees upon submittal of the application, so having the fee waiver completed and approved is important.

  2. Complete and submit the fee waiver form to caldorfeewaiver@edcgov.us or submit in-person at the Planning and Building department.

  3. Before you can apply for a TRV permit, your parcel must be returned by the State to the County. The County will have the Environmental Management Department (EMD) review the report and once approved, your parcel is eligible for a TRV permit. The process usually takes 24-48 hours to complete, and you will receive an email to confirm.

  4. Complete and submit the Temporary RV/MH Permit Application Part 16(C) for your Temporary Recreation Vehicle or Temporary Mobile Home.

  5. Schedule appointment(s) to submit TRV Application by contacting Building Services directly at (530) 621-5315 or by scheduling an appointment online.

  6. Your application is reviewed by Planning and Building staff, in addition to the Environmental Management Department and Fire District staff. - If you intend to connect your temporary home to a septic system, an inspection is required. EMD will also require the submission of a Caldor Fire Septic System Inspection Report that can be conducted by professionals. - Once septic inspection is completed and submitted, EMD will complete their portion of the TRV permit process.

  7. Once all relevant department and agencies have provided their respective approvals, Building staff will contact you about issuance of a TRV permit.

Ending The "Let It Burn" Policy

Congressman Tom McClintock brought H.R. 6903 to the floor of congress, which was then referred to the Subcommittee on Conservation and Forestry. H.R. 6903 requires the Secretary of Agriculture to carry out activities to suppress wildfire. The legislation would prevent the U.S. Forest Service (USDA) from allowing wildfires to burn without immediate suppression. While it seems like common sense to NOT “let it burn” on forest land, there has been efforts by the U.S. Forest Service to allow wildfires to burn as an affordable alternative to hiring labor for mastication and other forest management. Supervisor George Turnboo has been working with Tom McClintock to end the “let it burn” policy held by the U.S. Forest Service. George has proposed that the El Dorado County Board of Supervisors publicly stand behind Tom McClintock’s efforts.

Household Hazardous Waste Collection Event

Household Hazardous Waste

El Dorado County accepts certain household hazardous waste from local residents. The Environmental Management Department provides information regarding what constitutes household hazardous waste, and the proper ways of disposing the waste. On May 7th, El Dorado County will host another household hazardous waste collection event by appointment only. To participate in the upcoming waste collection event, please contact the Environmental Management Department directly by phone at (530) 621-5300 or by email at hhw@edcgov.us to schedule an appointment.
