DGS is proud to take part in the annual tradition of bringing the dazzling Capitol Christmas tree display to the west steps of the State Capitol building.
Working with the U.S. Forest Service, a CAL FIRE crew harvested the 65-foot white fir from a national forest in Camino on Nov. 3, then transported it to Sacramento with the assistance of California Highway Patrol escorts. At the State Capitol, DGS’ Capitol Park groundskeepers help place and stabilize the tree. Then they decorate it with 14,000 LED lights and hundreds of ornaments, many made by California children and adults with developmental disabilities.
Dec. 1, Governor Gavin Newsom and First Partner Jennifer Siebel Newsom were joined onstage by eight-year-old Layla Datskyy, who was selected by the California Department of Developmental Services to take part in the 91st annual California State Capitol Tree Lighting Ceremony. DGS has three separate and distinct procurement/contracting responsibilities: |

The DGS Office of Business and Acquisition Services is the procurement and contracting shop for DGS offices and divisions, as well as six client agencies. It is responsible for processing procurements through solicitation, award and execution.

The DGS Procurement Division is the oversight and control entity responsible for setting statewide policy and delegates purchasing authority to California state agencies and departments for goods and services, including IT goods and services. The division offers purchasing services and training, certifies small businesses and issues large-scale procurement agreements for goods and services from which state departments and agencies purchase, including the DGS Office of Business and Acquisition Services.

The DGS Office of Legal Services reviews and approves non-IT services contracts on behalf of DGS pursuant to statute. It also maintains the State Contracting Manual Volume 1. The DGS Procurement Division maintains the State Contracting Manual Volume 2. These manuals provide policies, procedures and guidelines to promote sound business decisions in state contracting.

Please note that the majority of California state purchases are facilitated by the individual state departments making the purchase, not by DGS. A filtered list of each state department and what goods and services they are looking to purchase can be found on CaleProcure.ca.gov.
Statewide Leveraged Procurement Agreement Opportunities
Leveraged Procurement Agreements (LPAs) allow departments to buy directly from suppliers through existing contracts and agreements. LPAs are available to California's state, county, city, special district, education, and other government entities. Vendors/contractors interested in doing business with DGS should consider becoming a certified Small Business (SB) or Disabled Veteran Business Enterprise (DVBE), as the Office of Business and Acquisition Services follows a strict SB/DVBE First policy.

Upcoming Procurement and Contracting Workshops and Webinars
The DGS Procurement Division offers and promotes a wide range of training sessions and webinars to support businesses with the state contracting process. A full list of upcoming events can be found on the Procurement Division's Events Page.
On the second Thursday of every month, NorCal PTAC (Procurement Technical Assistance Center) hosts a FREE introductory webinar for businesses new to government contracting. DGS is participating in Healthy Soils Week, Dec. 5 – 9, 2022. Healthy Soils Week highlights the importance of soil as the foundation of sustainable food, water, air, and biodiversity. California's Healthy Soils Week is a collaboration of state agencies and departments led by the California Department of Food and Agriculture (CDFA). Originally farm-focused, the CDFA Healthy Soils program is turning to urban landscaping as an important component in promoting healthy soils.
DGS recognizes the role that healthy soils play in water conservation, as healthy soil can hold up to 20 times its weight in water. Increasing soil organic matter by 1% can increase soil's available water holding capacity by 3.7%. DGS' Real Estate Services Division Receives Top Honor at Design-Build Institute of America Expo
The Real Estate Services Division (RESD) at DGS was honored with the Project of the Year award by the Design-Build Institute of America (DBIA) at its 2022 Design-Build Conference and Expo.
RESD’s Project Management and Development Branch was recognized as one of the nation’s best in design-build for their work in overseeing the project for the New Natural Resources Headquarters (NNRH).
The coveted Project of the Year award honors the nation’s best design-build project that demonstrates innovative solutions to challenges, raises the bar in fostering a collaborative and inclusive environment, brings best practices to life, and develops a unique and high-quality design exceeding all expectations.
The NNRH was also recognized at the DBIA event with a Merit Award and National Award of Excellence for exemplifying the principles of effective processes, interdisciplinary teamwork, problem-solving and excellence in design.
The NNRH building was completed in 2021 and is located in downtown Sacramento on the block of 7th and 8th Streets and O and P Streets. It was part of the department’s 10-year sequencing plan for the renovation or replacement of state facilities in the Sacramento area.
The building is approximately 21 stories and 875,500 gross square feet with over 4,200 employees. It includes office, assembly, storage, building support, parking, retail, and commercial food service space. The building houses staff from the California Natural Resources Agency, the Department of Water Resources, the Department of Parks and Recreation, the Department of Fish and Wildlife, the Department of Forestry and Fire Protection, the Department of Conservation, and the Wildlife Conservation Board.
The facility was constructed with sustainability and employee wellness in mind, using at least 50% less water than a typical office building of its size. The structure emphasizes natural daylight and provides filtered outside air and solar shading to minimize glare and thermal hot spots. The facility achieves zero net energy and has earned a LEED Platinum rating.
DGS’ Clifford L. Allenby Building and California Air Resources Building also picked up several awards at the DBIA expo for effective teamwork and excellence in design-build.
