The California Department of General Services offers a variety of services to state agencies through procurement and acquisition solutions; real estate management and design; environmentally friendly transportation; professional printing, design and web services; administrative hearings; building standards; oversight of structural safety, fire/life safety and accessibility for the design and construction of K-12 public schools and community colleges; funding for school construction; and disability access. |

DGS has three separate and distinct procurement/contracting responsibilities:

The DGS Office of Business and Acquisition Services is the procurement and contracting shop for DGS offices and divisions, as well as six client agencies. It is responsible for processing procurements through solicitation, award and execution.
|
The DGS Procurement Division is the oversight and control entity responsible for setting statewide policy and delegates purchasing authority to California state agencies and departments for goods and services, including IT goods and services. The division offers purchasing services and training, certifies small businesses and issues large-scale procurement agreements for goods and services from which state departments and agencies purchase, including the DGS Office of Business and Acquisition Services.

The DGS Office of Legal Services reviews and approves non-IT services contracts on behalf of DGS pursuant to statute. It also maintains the State Contracting Manual Volume 1. The DGS Procurement Division maintains the State Contracting Manual Volume 2. These manuals provide policies, procedures and guidelines to promote sound business decisions in state contracting.

Please note that the majority of California state purchases are facilitated by the individual state departments making the purchase, not DGS. A filtered list of each state department and what goods and services they are looking to purchase can be found on CaleProcure.ca.gov.

Energy Service Providers Request for Qualifications
DGS is looking to establish a pool of qualified energy service providers. The qualified pool will have the capacity, resources, expertise, relevant experience, and financial ability to provide the services required for implementing Solar Energy Generating Systems in future Requests for Proposals (RFPs).
The submittal deadline is Oct. 21, 2022.

Statewide Leveraged Procurement Agreement Opportunities
Leveraged Procurement Agreements (LPAs) allow departments to buy directly from suppliers through existing contracts and agreements. LPAs are available to California's state, county, city, special district, education, and other government entities. Vendors/contractors interested in doing business with DGS should consider becoming a certified Small Business (SB) or Disabled Veteran Business Enterprise (DVBE) as the Office of Business & Acquisition Services follows a strict SB/DVBE First policy.

The Small Business/Disabled Veteran Business Enterprise regulations package is in the 45-day public comment period, which began Sept. 2 and will end Oct.17 with a public hearing.
The regulations package includes expanding the pool of small businesses and microbusinesses state agencies and departments include in their solicitations. The small business regulations include a new section focusing on small business participation goals notifying state departments of their ability to develop contract-specific small business participation requirements in order to support meeting their overall small business participation goals.
The regulations package proposed revisions to incorporate the following chaptered legislation:
- Chapter 756, Statutes of 2021, Assembly Bill 1574 (Sections 9 and 15 only)
- Chapter 80, Statutes of 2020, Senate Bill 588
- Chapter 676, Statutes of 2019, Assembly Bill 230
- Chapter 689, Statutes of 2019, Assembly Bill 1365

Food Service - Retail Space for Lease at the New Natural Resources Agency Building
DGS is seeking invitations for bids to lease approximately 1,174 square feet of food service retail space at the new Natural Resources Building located at 715 P Street, Sacramento, CA 95814. Full Request for Proposal (RFP) details can be found on CaleProcure.

Affordable Housing Development
To help address the housing shortage for Californians, Governor Newsom ordered DGS and the Department of Housing and Community Development to identify and prioritize excess state-owned property and aggressively pursue sustainable, innovative, cost-effective housing projects. DGS created an inventory list of excess state-owned properties that are deemed potentially suitable for housing, creating a fully interactive map to view these locations.
In September, Governor Newsom announced the latest five state-owned sites identified for housing as part of the Excess Land for Affordable Housing Executive Order that are seeking qualified developers.

Oct. 1st marks the beginning of National Disability Employment Awareness Month (NDEAM).This month recognizes the contributions of people with disabilities in the workforce. NDEAM also highlights the systemic barriers people living with disabilities face in accessing the workforce. Employment creates economic opportunity that enhances community participation. A business may be fully accessible to a person with a disability, but if that person cannot afford to access that business, then the community misses out on their contribution
The California Commission on Disability Access (CCDA) within DGS advocates for a more accessible, barrier-free California that emphasizes inclusivity, equal opportunities, and participation for all. The CCDA celebrates workers with disabilities, and the employers who create an environment where everyone, including employees with disabilities, can be successful. Please take a moment to think of one action step you will take this month to ensure your work environment is accessible to all.

The California Building Standards Commission (CBSC) within DGS is responsible for the administration of the process of development and adoption of building standards (regulations). The 2022 California Building Standards Code, Title 24 of the California Code of Regulations (Title 24), is a compilation of building standards from three different origins:
- Building standards that are adopted as required by state law without change from building standards contained in national model codes;
- Building standards that are adopted from national model codes and amended by various state agencies to address California's unique and ever-changing conditions; and
- Building standards authorized by the California Legislature that are not contained in national model codes and that are created by state agencies and adopted to address California-specific concerns.
A summary of the code updates in the 2022 edition of Title 24 can be found on CBSC’s Resources webpage. This edition of the code was published on July 1 and the building standards will go into effect on Jan.1, 2023.
Of particular interest in the 2022 edition of Title 24 are code updates related to wildland-urban interface (WUI) fire protection and electric vehicle (EV) charging.
In the California Building Code, Part 2 of Title 24, Chapter 7A was updated to include new requirements for fire-resistant vegetation and ignition-resistant construction materials.
The California Residential Code, Part 2.5 of Title 24, has new language for a compliance path for off-ridge and ridge vents in WUI areas.
Chapter 49 of the California Fire Code, Part 9 of Title 24, contains numerous new definitions and amendments establishing public notification and ordinance requirements for local agencies regarding up-to-date mapping of fire hazard severity zones in WUI areas.
In the California Green Building Standards Code, known as CALGreen (Part 11 of Title 24), mandatory requirements were revised to require EV charger installation for light-duty vehicles for various residential and non-residential occupancies, including new requirements for medium- and heavy-duty vehicle charging infrastructure. Additionally, voluntary measures for light-duty vehicle charger installation were increased accordingly.

Many other informational publications are available on the Resources tab for those interested in learning more about Title 24 and the code development process. DGS's Office of Sustainability is responsible for coordinating California’s statewide sustainability efforts. In response to Senate Bills 1020 and 1203, recently signed into law by Governor Newsom, DGS is preparing to ensure that 100 percent of electricity procured to serve all state agencies by Dec. 31, 2035, come from renewable energy and zero carbon resources. In addition, state agencies must achieve net-zero emissions of greenhouse gasses resulting from their operations no later than Jan.1, 2035.

State Allocation Board Meeting Responsible for determining the allocation of State resources used for the construction, modernization and maintenance of local public school facilities.
Date: Wednesday, Oct. 26, 2022 at 2 p.m. Meeting details will be posted in advance of the meeting and can be found on the Office of Public School Construction website.
California Building Standards Commission Meeting Produce sensible and usable state building standards and administrative regulations that implement or enforce those standards.
Date: Thursday, Oct. 20 at 9 a.m. This meeting will be held virtually. The agenda and meeting details are forthcoming and will be posted on the Buildings Standards Commission website.

California Commission on Disability Access Meeting To promote disability access in California through dialogue and collaboration with stakeholders including the disability and business community and all levels of government.
Date: Wednesday, Oct. 26, 2022 from 10 a.m. – 4 a.m. This meeting will be held in-person at the Division of the State Architect, Los Angeles Regional Office (355 Grand Avenue #2100. Los Angeles, CA 90071). A virtual option to attend will also be provided via Zoom. The agenda and virtual meeting details are forthcoming and will be posted on the California Commission on Disability website.
